At least 30 killed in DR Congo clash

KINSHASA, May 1 (AFP) - At least 30 people were killed in a clash last week between government forces and rebels in the Democratic Republic of Congo (DRC), the defense ministry in Kinshasa said Monday.
The fighting took place in northern province of Equateur last Thursday, before a weekend summit held in Algeria to discuss the peace process in the troubled country, a ministry press release said.

The clashes took place near Lilenga, 900 kilometres (550 miles) northeast of Kinshasa. Rebels attacked soldiers from the government Congolese Armed Forces (FAC), the statement said.

Secretary-General names UN Regional Humanitarian Coordinator for Drought in Horn of Africa

The following statement was issued today by the Office of the Spokesman for Secretary-General Kofi Annan:

The Secretary-General has asked Manuel Aranda da Silva, a senior staff member with the World Food Programme, to travel immediately to the Horn of Africa to serve as the United Nations Regional Humanitarian Coordinator for the Drought in the Horn of Africa.

UN Report Warns Of Famine In Horn of Africa

Nairobi, Kenya (PANA) (Panafrican News Agency, May 1, 2000) - The United Nations has warned of an aggravating famine disaster in the war-ravaged Horn of Africa unless stringent measures are put in place to ward off the situation.

In a detailed report, the UN gives a signal that lives of more than 16 million people are at risk "unless large- scale preventive measures are put into place".

It has called on governments in the region and potential donors to respond fast to the critical situation.

Horn of Africa: Populations at risk and U.S.response


FOR IMMEDIATE RELEASE

The Horn of Africa is currently facing a humanitarian crisis of serious proportions. Drought is the primary cause for the current food crisis in the region. Factors underlying the crisis include the cumulative effects of poor and unreliable rainfall and other shocks that have eroded assets and coping strategies over recent years. Conflict and insecurity have exacerbated the current humanitarian situation in the Horn of Africa.

African leaders urge U.N. to deploy Congo force

ALGIERS, April 30 (Reuters) - Six African leaders wrapped up a one-day summit on the Democratic Republic of Congo conflict on Sunday and called on the U.N to speed up deployment of a 5,500-strong peacekeeping force.

They said in a three-page statement that Africa's regional powers Nigeria and South Africa had pledged to contribute forces to peacekeeping in the continent's third biggest country..

SAfrica, Nigeria vow to provide troops for DRCongo peace force

ALGIERS, April 30 (AFP) - South Africa and Nigeria pledged Sunday to provide the bulk of a planned UN peacekeeping force in the Democratic Republic of Congo (DRC), the OAU chief said following a six-country summit here.

The two African powerhouses made a "concrete commitment at the highest possible level," OAU Secretary-General Salim Ahmed Salim told reporters after the summit called to evaluate the peace process in the DRC, where conflict has threatened to destabilize the entire central African region.

UN's Annan applauds Algiers summit on Congo: report

ALGIERS, April 30 (AFP) - UN Secretary-General Kofi Annan applauded Tuesday the results of an Algiers summit on the Democratic Republic of Congo (DRC), including the planned deployment of a UN peacekeeping force, the news agency APS reported.
Speaking by telephone, Annan congratulated Algeria's President Abdelaziz Bouteflika on the results of the Algiers summit, especially "the results obtained aimed at strengthening cooperation between the UN and the OAU.....to restore peace and civil order in the DRC," APS reported.

DMC for the Greater Horn of Africa Monthly Bulletin Apr 2000

HIGHLIGHTS
The rainfall analysis for April 2000 reveals that much of Kenya, central and northern Tanzania and eastern Ethiopia received very light rainfall with parts of eastern Ethiopia, northern and southwestern Kenya and northwestern Tanzania experiencing driest on record conditions. Moderate to heavy rainfall occurred over the Ethiopian Highlands, much of Eritrea, Uganda, Burundi and southern Sudan. This marked the onset of the main rains season over the Ethiopian Highlands, Eritrea and southern Sudan and eased the impacts of rainfall deficiencies in some areas.

ADRA is responding to needs in Horn of Africa crisis

SILVER SPRING, MARYLAND =AD The Adventist Development and Relief Agency (ADRA) is responding to severe drought-related famine in the Horn of Africa, the eastern part of the African continent, which includes Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda.
In Ethiopia, ADRA will respond with immediate food relief and is planning a long-term action plan in this especially devastated country. The ADRA International Headquarters office in Silver Spring, Maryland, is also sending an ADRA Rapid Assessment Team, which will provide long-term goals for relief action in Ethiopia.
