DEMOCRATIC REPUBLIC OF CONGO: Four "operational zones" established by JMC

The Joint Military Commission (JMC), established under the Lusaka peace deal, on Sunday divided the country into four operational zones covering territory controlled by both the government and rebels, the independent Ugandan 'Monitor' newspaper reported on Monday.

Burundian Refugees Terrorise Hosts

DAR ES SALAAM, Tanzania (PANA) - Thousands of refugees from Burundi, some of whom are armed, are unleashing a spate of violent attacks on locals in the western Tanzanian region of Kigoma.

The locals have appealed to the authorities to either repatriate the refugees immediately or beef up security in the region.

Unconfirmed reports say scores of villagers have either been killed or hurt in the past but the cases went unreported.

Ugandan troops clash with Mai Mai warriors in DR Congo

KIGALI, Nov 1 (AFP) - Ugandan troops and rebels they support have clashed sporadically with traditional warriors in the northeast Democratic Republic of Congo town of Bunia, witnesses told AFP on Monday.
A rebel-controlled radio station identified the attackers as Mai Mai warriors, some of whom support DRC President Laurent Kabila against a variety of rebel groups. Some of their commanders are generals in Kabila's army.

"Bunia came under attack on the night of October 27 at around three in the morning," said one of the witnesses, a clergymen based in the town.

Field Exchange Nov 1999: Food aid targeting in East Africa

The FEWS (Famine Early Warning System) project for the Greater Horn of Africa recently commissioned a review on food aid targeting* in East Africa with the aim of improving the targeting of emergency food aid in response to drought induced slow onset food crises in Tanzania, Uganda and Kenya. The reviewer spent three weeks in each country in discussions with agency staff at capital city level and in selected food insecure areas. Relief operations during the year of 1997/8 were taken as a reference period to focus discussion.

Five million dollars raised for DRC peace process

LUSAKA, Oct 31 (AFP) - The commission overseeing implementation of the fragile peace process in the Democratic Republic of Congo (DRC) has raised more than five million dollars, a Zambian cabinet minister has said.
"We estimated the costs of the commission's work at five million dollars. We have raised a little more than that and expect more pledges, but money is never enough," Presidential Affairs Minister Eric Silwamba told reporters on Saturday.

New toll for DR Congo clash: 27 dead

KIGALI, Oct 29 (AFP) - Twenty-seven people including 10 civilians died in clashes earlier this week involving Mai Mai warriors in eastern Democratic Republic of Congo (DRC), a rebel leader said Friday, giving a new toll.
The fighting took place Monday near Uvira in South Kivu province.

Kabila calls for DR Congo-Uganda peace dialogue

KAMPALA, Oct 29 (AFP) - President Laurent Kabila has appealed for dialogue with President Yoweri Museveni of Uganda, which backs rebels in Kabila's Democratic Republic of Congo, DRC Justice Minister Mwenze Kongolo said here.
"I came to Kampala as an envoy bringing a personal message of peace to President Museveni from President Kabila, which said that we need to talk more and exchange ideas on how to get peace and how we can enforce the Lusaka accord," Kongolo told Uganda's independent Monitor newspaper in an interview published on Friday.

SIERRA LEONE: More than 625,000 children immunised against polio

A total of 627,978 children were immunised against polio in Sierra Leone's 13 districts on 9-10 October, during the first round of National Immunisation Days for Polio Eradication, the World Health Organisation (WHO) office in Freetown reported.

Britain says aid flows dependent on referendum process
The British High Commissioner to Uganda, Michael Cook, has reiterated that unfairness in the running of next year's referendum on multi-party politics would be grounds, among others, for Britain to reconsider its aid to Uganda. In a letter to the independent 'Monitor' newspaper, he said a flawed referendum process and failure to resolutely tackle other issues such as corruption and increased military expenditure "would have negative implications for future levels of our assistance to Uganda and our relations".
