Evaluation of DG ECHO’s action in Uganda: Evaluation report

  1. EXECUTIVE SUMMARY

  2. DG ECHO has provided over €105.8 million in humanitariana ssistance in Uganda from 2006 to 2010. This support has been directed principally towards dealing with the effects of continued displacement and the on-going (although largely complete) return process in the conflict-affected north central region of Acholi as well as food insecurity affecting the northeastern Karamoja region.

UN report warns of disturbing trend of attacks against schools during armed conflicts

An increasing number of parties to armed conflicts around the world are deliberately attacking schools or forcing them to close in a disturbing and growing trend, according to a United Nations report released today. The annual report of the Secretary-General’s Special Representative for Children and Armed Conflict finds that out of 22 conflicts that were monitored, attacks against schools and hospitals were reported in at least 15.

MONUSCO launches Operation “Easter Shield” to reassure the population of Doruma

Dungu, 1 May 2011 – Following recent attacks by elements of the Lord Resistance Army (LRA) against civilians in the eastern Democratic Republic of Congo’s town of Doruma, the UN Stabilization Mission in the DRC (MONUSCO) intervened by deploying its Special Forces in the area in order to protect the local population.

The seven-day operation codenamed “Operation Easter Shield”, which was launched on 23 April, was conducted by Guatemalan Forces with the aim of protecting civilians.

Storm destroys Omito school

A total of 1,441 pupils of Omito Primary School in Lira district are likely to miss the second academic term following torrential rains that destroyed several classroom blocks recently.

The storm left three classroom blocks without roofs.

Lira chief administrative officer, Benon Rwanghua, said several schools and residential houses were damaged.

The CAO, who was touring the affected areas with the acting Lira LC5 chairman, Fredrick Obong, said P1, P2 and P3 classrooms, the headmaster’s office and the library were damaged.

Ugandan Capital Tense After Friday’s Riots

Uganda’s capital Kampala is reportedly calm but tense after Friday’s riots that according to a police statement, has claimed the lives of at least five people and left over a hundred injured.

Uganda security forces fought running battles with protesters following what many describe as the inhumane and brutal arrest of the main opposition leader Dr. Kiiza Besigye on Thursday.

UN human rights chief deplores 'excessive' use of force by authorities

1 May 2011 – The United Nations human rights chief today urged Ugandan authorities to immediate halt the use of “excessive” force against opposition politicians and protesters, saying it was only fuelling the crisis in the African nation, where at least eight people have been killed and hundreds of others injured in recent weeks.

Uganda Red Cross attends to 203 casualities in City riots

The Uganda Red Cross Society (URCS) has today (April 29, 2011) attended to 203 causalities who sustained injuries in the riots that rocked Kampala City and other parts of the country. Of these, 143 were referred to Uganda’s National Referral Hospital Mulago while 60 received on site first aid treatment from Red Cross Action Teams.

Uganda riots reach capital as anger against Museveni grows

Riots have swept across the Ugandan capital as protesters called for an Egyptian-style uprising against their autocratic president.

At least two people were killed and more than 100 wounded in Kampala after soldiers fired live bullets and tear gas and beat demonstrators with sticks. Civilians fought back by blocking roads with burning tyres and pelting vehicles with rocks.

Food Security Outlook April to September 2011

• The performance of the first season rains (March‐July) has been mixed, with significantly below‐average rainfall in Acholi and West Nile, and near‐normal rainfall in the rest of the country. The below‐normal rains have delayed planting in northern Uganda, raising concerns of possible deterioration in food security levels beyond June.

• The continued closure of livestock markets in Amudat and Nakapiripirit has increased the use of firewood and charcoal sales as a coping strategy. Increased firewood and charcoal on the market has caused their prices to fall.

  • Sixty-three food commodities and livestock were traded across the borders of eastern Africa countries in 2010

  • Approximately 330,000 MT of cereals and 109,000 MT of pulses were traded. Seventy-six percent is this trade was formal, and 24 percent informal

  • Uganda and Ethiopia were the key export countries while Kenya and Northern Sudan were the main importers

  • August and December were the peak trading months following the main harvesting season in the source countries

Two killed, scores injured in Ugandan riots

KAMPALA, April 29 (Reuters) - Two people were killed on Friday and at least 90 injured as police fired live bullets and teargas to try to quell protests across the Ugandan capital over the arrest of an opposition leader.

Kizza Besigye, who was defeated by President Yoweri Museveni in a February presidential election, was detained on Thursday for the fourth time this month during a protest against high food and fuel prices.
