EVENT: A mortar struck the Villa Somalia compound on August 30, killing four African Union peacekeepers.

SIGNIFICANCE: Al-Shabaab launched a fresh offensive against the Transitional Federal Government (TFG) in Mogadishu in mid-August, following several weeks of moderate setbacks for the group in the capital. Al-Shabaab is trying to shift the momentum back against the TFG, which remains embattled, divided and reliant on external support.

Uganda: German government donates 400,000 euros for Oyam water project

The German government has donated a grant of 400,000 euros (1 billion) shillings to Oyam district local government to improve the water and sanitation project in the district.

The money, channeled through the Northern Uganda Recovery Programme, is aimed at improving the lives of the vulnerable people after the over 20-year LRA insurgency.

The eight-month project to resettle formerly displaced people is being implemented by Uganda Red Cross Society in collaboration with German Red Cross.

Ending Rebel Violence in Central Africa

New US law targets the Lord's Resistance Army and supports the group's victims

Human Rights Watch's work to curb atrocities perpetrated by the Lord's Resistance Army (LRA), a Ugandan rebel group, took a major step forward in May, when the Obama administration agreed to actively help end the violence.

New US legislation compels the Obama administration to develop a comprehensive strategy to protect civilians from LRA attacks. It must take steps with governments in the region to curb atrocities and to ensure the rule of law in central Africa.
