Editorial

On rebuilding and healing

2009 is only a few months old, but has already witnessed an array of crises across the globe. The fighting in Gaza and in Sri Lanka, bushfires in Australia, earthquake in Costa Rica and manslaughter in a Belgian kindergarten are only a few examples of current situations affecting people's psychological and social well-being, and where the Red Cross Red Crescent response involves different forms of psychosocial support.

Over the past 20 years, displaced Ugandans have not been able to lead normal lives, and many have relied on services delivered in camps by nongovernmental organizations and other aid providers. As the uprooted people return to their homes, they are hoping that their government will be able to provide many of these community services.

The need for attention is especially acute in the education sector, where community schools are in shambles. Classrooms have little or no furniture, there are no latrines, and teachers live far from the workplace.

Ethiopia - High levels of food insecurity persist

The 2008 meher harvest was inadequate in several regions, leaving 12.4 million people in need of food or cash assistance. Furthermore, the planting of this year's Belg crop has been delayed due to insufficient rains fueling fears of a second failed harvest. The situation is especially worrisome in the regions of SNNPR, Oromia, Tigray and Afar, where the Belg harvest provides for the majority of household food needs.

KAMPALA, 31 March 2009 (IRIN) - Uganda's health ministry has set up surveillance teams near the border with South Sudan to check the spread of polio in its northern districts, where seven cases have already been reported, officials said.

"There is a polio virus circulating in parts of Southern Sudan; some cases were reported in [the capital] Juba some time back, and, with poor sanitation along the route to Uganda, the virus has found its way into Uganda," Sam Zaramba, the director-general of health services in Uganda, said.

The first quarter of 2009 saw a steady and rapid decline in the operational environment in which humanitarian organizations had to work. January was marked by intense military confrontations in Muhajariya and Shaeria in South Darfur and in Wada'ah in North Darfur. These resulted in the displacement of tens of thousands of persons with the majority of them heading north with most people ending up in Zam Zam camp near El Fasher town.

Who is a Refugee?

The practice of granting asylum to people fleeing persecution in foreign lands is one of the earliest hallmarks of civilization. References to it have been found in texts written 3,500 years ago, during the blossoming of the great early empires in the Middle East such as the Hittites, Babylonians, Assyrians and ancient Egyptians.

Over three millennia later, protecting refugees was made the core mandate of the UN refugee agency, UNHCR, which was founded in 1950.

- At the end of March 2009, 10 countries in the East and Central African region reported a combined total of 9,144,326 internally displaced persons (IDPs). This is a net increase of 21,754 IDPs compared to December 2008.

- Sixteen countries reported a combined total of 1,870,318 refugees at the end of March 2009. This is a net increase of 20,066 compared to December 2008.

- The Democratic Republic of the Congo (DRC), Somalia and Sudan continue to be the countries with the largest IDP populations.

This bulletin covers price analysis for the period from December to February 2009. The objective of the bulletin is to provide early warning information on price changes of staple food commodities. Staples contribute 40 - 80% of energy intake for most population groups in developing countries. Poor households derive even higher percentage of energy from staples. Therefore, a small increase in staple prices has a high impact on their overall food consumption.
