In response to the LRA's ongoing attacks against civilians - now displacing communities in an area larger than the state of Indiana - and the continued needs of war-affected communities in northern Uganda we're working with Congress to develop landmark legislation to address the situation. If passed, this bill would represent the most significant action ever taken by the US to help permanently end this crisis. Since the worsening of the displacement crisis in North Kivu in late August 2007, UNHCR has sent a several emergency teams and launched a camp coordination and camp management (CCCM) coordination group under which manage 11 sites. IDP assistance efforts have included building new camp sites, IDP registration, distribution of NFIs (blankets, plastic sheets, jerry cans, soap, firewood) and other items.

Initially CESVI's activities in northern Uganda were based on humanitarian interventions but gradually, especially with the ongoing return process, began shifting towards recovery and development. Uganda: Restoring local government presence in areas of return

Throughout Uganda's 22-year conflict, the Lord's Resistance Army (LRA) targeted government officials and local leadership as well as traditional and cultural leaders. - It is currently dry season in the region, with the exception of Rwanda, Burundi, and unimodal areas of Tanzania, where the main agricultural season is underway. Ministers in charge of local governance from five East African Community (EAC) countries will gather in Kampala, Uganda, from 5 to 6 March to consider how their countries can work together to improve service delivery at local level and help achieve the Millennium Development Goals (MDGs).

The workshop will also bring together senior public servants, chairpersons and executive secretaries of local government associations, women leaders in local governments and representatives of international organizations, including the United Nations system.

Uganda: First polio case in 13 years

KAMPALA, 27 February 2009 (IRIN) - Thirteen years after Uganda was declared polio-free, health officials are considering an emergency operation to avert an outbreak after one case was confirmed in the north.

"A sample from a baby in Amuru district has been confirmed positive and we have decided to launch an emergency vaccination drive mid-March for all children below five in 25 districts neighbouring Amuru," Sam Zaramba, the director-general of health services, told IRIN.

"We shall take on another 25 districts in the country after the first batch."
