Great Lakes stability summit set for August

NAIROBI, Feb 1, 2006 (Xinhua via COMTEX) -- An eleven-nation summit on restoring stability to Africa's Great Lakes region, earlier scheduled for December, 2005 in Kenya, will now take place in August due to scheduled elections in the Democratic Republic of the Congo, the United Nations announced here on Wednesday.

The summit in the Kenyan capital was to be held on December 15 and 16, 2005, but was put off until later this year, Ibrahim Fall, Special Representative of the Secretary General for the Great Lakes Region, told a news conference in Nairobi.

Great Lakes: Highlights of draft protocols and programmes of action

NAIROBI, 1 Feb 2006 (IRIN) - Delegates to the fourth and final preparatory meeting for the international conference on Africa's Great Lakes region analysed draft programmes of action to be tabled before a heads-of-state summit to be held in Nairobi later this year.

Northern Uganda: February mission focusing on assistance and protection for displaced

Refugees International is conducting an assessment mission to northern Uganda from January 31 to February 14 focusing on the assistance and protection needs of the estimated 1.7 million people displaced by the conflict between the Ugandan government and the Lord's Resistance Army. Advocates Michelle Brown and Sayre Nyce, accompanied by RI Board Secretary Jan Weil, are conducting the mission.

The RI team plans to spend most of their time in the northern part of the country visiting camps for the internally displaced, discussing the situation with the displaced directly, and consulting

KAMPALA, 31 Jan 2006 (IRIN) - Britain has contributed US $11.8 million to fund emergency health, nutrition and HIV/AIDS projects in strife-torn northern Uganda, United Nations agencies said on Monday.

The World Health Organization (WHO), the UN Children's Fund (UNICEF) and the UN Population Fund (UNFPA) announced in a joint statement that the funds would be used to speed up humanitarian efforts in war-affected districts.

Archbishop says children bearing the brunt of Uganda's conflict

NEW YORK, USA, 31 January 2006 - Children are bearing the brunt of continuing conflict in northern Uganda, Archbishop of Gulu John Baptist Odama said in an interview at UNICEF House.

Describing the 20-year civil conflict as "a war that now has grandchildren", the Archbishop said the fighting can no longer be tolerated.

Uganda Humanitarian Situation Report No. 2/06, 16-31 Jan 2006

I. GENERAL HUMANITARIAN CONTEXT
According to the UN Department for Safety and Security (UNDSS), the Lord's Resistance Army (LRA) are now widely dispersed in small groups and are operating in Apac, Lira, Kitgum, Gulu and Pader districts. During the reporting period, there were 18 security incidents including abductions, ambushes/raids, Uganda People's Defence Forces (UPDF)-LRA clashes and LRA sightings. There were 42 civilians abducted in these districts. There have been no reported incidents or sightings of the LRA rebels in Teso region (Soroti, Kaberamaido, Katakwi and Amuria districts).

Swedish election observers to Uganda

The Government has decided that Sweden will make two long-term and four short-term observers available for the parliamentary and presidential elections in Uganda on 23 February 2006.

The election observers will be part of a joint EU mission.

"By sending election observers to Uganda, we want to help strengthen democratic development in the country," says Minister for International Development Cooperation Carin Jämtin.

The elections are the first multiparty elections to be held in Uganda since President Museveni came to power in 1986.

Ugandan archbishop calls on UN to bring an end to 20 years of war

Somalia- Worsening situation in Southern Somalia- Failure of the Deyr rains, compounded by the previous poor Gu season, has led to a rapidly deteriorating food security situation in Southern Somalia, which will not improved at least until the next rainy season in June 2006.

Ugandan army raids rebels hideouts in Sudan

KAMPALA, Jan 29, 2006 (Xinhua via COMTEX) -- Uganda People's Defense Force (UPDF) has said that its troops raided rebel Lord's Resistance Army (LRA) hideouts near Juba in southern Sudan on Saturday.
UPDF spokesman Major Felix Kulaije was quoted on Sunday by the Uganda Broadcasting Corporation (UBC) Radio as saying that the Ugandan army killed five LRA rebels during the attack.

The army also rescued two women and their children from the rebel hideouts.

The spokesman said in another operation in Gulu in northern Uganda on Saturday, the UPDF soldiers killed one LRA
