DRC-Uganda: Funding shortfalls hamper aid to Ituri refugees, says Red Cross

NAIROBI, 1 October (IRIN) - Funding shortfalls in support of some 15,000 refugees from Ituri District of northeastern Democratic Republic of the Congo (DRC) residing in Nebbi District of northwestern Uganda have impacted negatively on efforts to provide adequate aid, the International Federation of the Red Cross reported on Monday.
It said its local office was "not yet adequately equipped or trained to effectively fulfil its role as a strategic branch in relation to population movement resulting from the fragile political situation in DRC", and announced that it was launching

Ugandans anxious for quick end to northern war

KAMPALA, Oct 1 (Reuters) - Ugandans appear increasingly sceptical of government pledges to rout the rebel Lord's Resistance Army (LRA) and quickly end a devastating 17-year war in the country's north.

Last year President Yoweri Museveni deployed more than 14,000 troops backed by helicopter gunships and tanks against the rebels. The LRA, he said, would be wiped out by the end of February this year.

But fighting continues. Rebels killed 20 people in eastern Uganda at the weekend, including 10 local pro-government

Sudanese refugees start new life in wilderness

ARUA, Uganda, Sept 30 (AFP) - In the middle of a makeshift tent, thatched with twigs and plastic sheeting, three-year-old Jimmy Oyet watches as his mother prepares lunch of maize meal.

Two killed as rebels ambush vehicle in Uganda

KAMPALA, Sept 30 (AFP) - Two travellers were killed and four critically injured in Uganda Tuesday when a passenger vehicle was ambushed by attackers suspected of being members of the Lord's Resistance Army (LRA) rebel movement, government officials said.
The vehicle was heading for the northeastern town of Soroti when the attack occurred, officials said.

The rebels have been fighting Museveni's government since 1988 ostensibly to replace it with one based on the biblical Ten Commandments, but their campaign has been marked by brutality against the civilian population.

Uganda reinforces troops on DR Congo border due to "imminent" threat

KAMPALA, Sept 30 (AFP) - Uganda said Tuesday that it has reinforced troops deployed on its border with the Democratic Republic of Congo (DRC) following "reliable intelligence" reports of an imminent attack by an armed group.
"We have reinforced the units at the border in the areas of Bundibugyo (400 kilometres west of Kampala) because a group under arms is based 30 miles (55 kilometres) inside (DR) Congo and their intentions are against Uganda," Ugandan army spokesman Major Shaban Bantariza told AFP.

Uganda: UN urges more focus on plight of children in north

NAIROBI, 29 September (IRIN) - The plight of children abducted by rebels in northern Uganda is not getting enough international attention, the UN has warned.
According to the Office of the Special Representative for Children and Armed Conflict (OSRSG-CACC), more prominence should be given to the tragedy which has been unfolding for nearly two decades.

Uganda: More than a million displaced people

KAMPALA, 29 September (IRIN) - The number of Ugandans who have been displaced by the country's 17-year long civil war in the north has now exceeded one million, according to latest figures from the UN's World Food Programme (WFP).
A comprehensive assessment released this week puts the figure of Uganda's internally displaced persons (IDPs) at 1,217,332 - based on recent surveys in the trouble-afflicted regions of Acholi (Gulu, Kitgum, Pader districts), Langi (Apac, Lira districts) and Teso (Katakwi, Soroti, Kumi and Kaberameido districts).

DRC-Uganda: Ugandan army deploys near border

NAIROBI, 29 September (IRIN) - The Ugandan army has deployed forces near the border of neighbouring Democratic Republic of the Congo (DRC) following reports that a Ugandan rebel group had regrouped in nearby Congolese villages, the Ugandan government-owned, newspaper, The New Vision reported on Monday.

11 killed in rebel attack in northeastern Uganda

KAMPALA, Sept 28 (AFP) - At least 11 people were killed Saturday when suspected Lord's Resistance Army (LRA) rebels attacked a government militia detachment in the northeast Ugandan district of Katakwi, officials said.
"Six members of the Arrow militia group and five civilians were killed when the thugs attacked our detachment at Olekai in Asamuk sub-county on Saturday," government official Musa Ecweru told AFP on Sunday.

Ecweru is area coordinator for the government-sponsored Arrow group, which has recruited local youth and former rebels to help in the fight against the LRA.

Uganda: Over 400 Sudanese refugee minors separated from families

Arua, Uganda (PANA) - The UN High Commissioner for Refugees is burdened with re-uniting 448 Sudanese refugee minors separated from their families during a hasty relocation by government from a congested settlement in Uganda's central region to West Nile region early this month.
Some 14,331 out of 16,000 displaced were relocated from the congested Kiryandongo settlement, 240 km north Kampala, during a three-week period, to West Nile districts of Arua and Yumbe.

Uganda: Concern over health of displaced people in east

SOROTI, 25 September (IRIN) - The deteriorating health situation in areas occupied by eastern Uganda's internally displaced people (IDPs) has reached crisis proportions, with malaria, measles, diarrhoea and pneumonia killing a number of people every day, according to camp residents and local health officials.
Most of those dying from preventable diseases are young children. Parents in the camps are burying their young on a daily basis as attacks of malaria rage through the Teso region's densely packed settlements.

WFP warns of crisis as food runs out for more than one million displaced in Uganda

NAIROBI - The United Nations World Food Programme warned today that in addition to 800,000 internally displaced people in the northern Acholi region, almost 300,000 have fled their homes in the Teso region in the east of the country following attacks by rebels of the Lord's Resistance Army (LRA). Uganda's Lord's Army rebels kill 10 in market

KAMPALA, Sept 25 (Reuters) - Rebels from the Lord's Resistance Army (LRA) opened fire in a market place in northern Uganda, killing 10 people, police said on Thursday.
One of Africa's strangest rebel movements, the LRA has fought a 17-year insurgency against the government and is feared for its habit of abducting children for use as soldiers and sex slaves.
