Four killed as rebels make rural northern Uganda inaccessible

KAMPALA, June 1 (AFP) - At least four people have been killed and seven others injured after suspected Lord's Resistance Army (LRA) rebels attacked a trading centre in northern Uganda's Kitgum district, officials in the region said.
"Four people, including a teacher, a local militiaman and two civilians were killed and seven others were admitted to Kitgum Hospital, two in a critical condition," Kitgum district council chairman Nahaman Ojwe told AFP by telephone.

Ojwe said the dawn attack took place at Omiya Nyima Trading Centre, some 20 kilometres (12 miles) east of Kitgum

Karamoja insecurity prevails
The precarious low household food stocks as a result of the 2002 drought continue to prevail in Karamoja. WFP plans to feed the 535,000 drought-affected people in the region through to August 2003. The agency has developed a first draft contingency plan for the drought-affected areas in the region. This will be updated after evaluation of the effects of the rains and forecast for the June to August period.

Refugee Law Project Working Paper No. 8 - Land problems in Nakivale settlement and the implications for refugee protection in Uganda

REPORT SUMMARY
The following report focuses on the current land crisis in Nakivale refugee settlement, southwestern Uganda. Through incorporating the testimonies of both refugees and nationals, it analyses the circumstances leading to the current conflict over land, and the implications for both the host community and the refugee management structure. The findings suggest that, as long as the land crisis remains unsolved and the policies employed are not modified, development for both refugees and their host communities will be hampered and the policies employed

Uganda: Security alert after LRA rebels kill 15

KAMPALA, 30 May (IRIN) - Security officials in war-torn northern Uganda are on high alert following two Lord's Resistance Army (LRA) rebel attacks on civilian vehicles.
According to the army, the LRA attacked a bus travelling through northwest Uganda on the Karuma-Pakwach road on Wednesday, setting fire to the bus and killing 14 people. Another 12 were seriously injured and rushed to Pakwach hospital. Officials said the death toll was expected to rise as the 12 are in critical condition.

84 people killed in northern Ugandan civil war in May: army

KAMPALA, May 30 (AFP) - At least 84 people, mostly rebels and civilians, were killed in May in northern Uganda, where the army has been battling Lord's Resistance Army (LRA) rebels for 15 years, army spokesman Lieutenant Paddy Ankunda told AFP.
"During the month, we killed 55 rebels, while the LRA killed 24 civilians and five of our soldiers," Ankunda said, quoting army statistics released on Friday.

Ankunda said the figures were a "conservative" estimate because they did not include those of the army's fifth division,

World Bank approves US$125 million to strengthen Uganda's local governments

Washington, May 29, 2003 - The World Bank's Board of Directors today approved a $125 million in funds to support the Government of Uganda's program to empower its local governments, a key element of its strategy to reduce poverty. The assistance will consist of a $50 million credit* to implement the four-year program and a $75 million grant to finance sub-projects in local infrastructure.

UN Security Council mission heads to central Africa in June

UNITED NATIONS, May 29 (AFP) - A UN Security Council mission will head to central Africa including the east of the Democratic Republic of Congo from June 7-16, diplomatic sources at UN headquarters said Thursday.
The mission, to be led by France's ambassador to the United Nations Jean-Marc de La Sabliere will, if circumstances permit, visit Bunia, in Ituri, in the northeast of the DRC as a UN-mandated multinational force also is due to begin deploying there to restore security.

Nutritional survey in IDP camps - Gulu District, Northern Uganda

EXECUTIVE SUMMARY
A nutritional survey was carried out in Gulu District in April- May 2003. The objectives of the survey were to assess malnutrition and mortality rates among under 5 children of the district's internally displaced population.

Malnutrition rates for under 5 currently stand as follows:

- Global Acute Malnutrition (GAM): 6.2%, peaking at 10.2% for age group 6 - 29 months;

- Chronic malnutrition: 41.4%

Uganda: Kibaale calm after violent land clashes

KAMPALA, 29 May 2003 (IRIN) - Western Uganda's Kibaale district is reported to be calm again following fierce ethnic clashes over land which resulted in the murder of three civilians, including two children who were beheaded with hunting knives.
A further 50 people suffered serious injuries from attacks with spears, axes and machetes, according to police sources.

The fight occurred on Monday between members of the Banyoro tribe and the dominant Bakiga tribe of western Uganda. A group of Bakiga attacked the Banyoro in a "pre-emptive strike"

15 killed, 35 abducted in northern Uganda rebel attacks

KAMPALA, May 28 (AFP) - At least 15 people have been killed, 19 injured and 35 others abducted in ambushes by suspected Lord's Resistance Army (LRA) rebels in northern Uganda, army spokesman Major Shaban Bantariza said Wednesday.
"Fourteen people were killed in the ambush, while 12 others were admitted at several hospitals with injuries, after a group of about 100 LRA rebels ambushed ambushed a passenger bus travelling in a convoy," Bantariza told AFP by telephone.

UN official, Museveni discuss peacekeepers in DRCongo

KAMPALA, May 26 (AFP) - Senior UN official Jean Marie Guehenno held talks on Monday with Ugandan President Yoweri Museveni on the proposed deployment of an international peacekeeping force in the Ituri region of the Democratic Republic of Congo (DRC).

DRC: Top UN official calls for ''firm intervention'' in Bunia

NAIROBI, 26 May (IRIN) - The UN Under-Secretary-General for Peacekeeping Operations, Jean-Marie Guehenno, on Sunday visited Bunia, in northeastern Democratic Republic of the Congo (DRC), to assess the situation following the fighting between Lendu and Hema militias in which more than 300 people died.
Guehenno told reporters in Bunia that a firm intervention by the UN was urgently needed to stop further massacres.

Top UN official on fact-finding mission in DRCongo trouble-spot

KIGALI, May 25 (AFP) - A senior United Nations official made a brief visit Sunday to Bunia in the northeast of Democratic Republic of Congo (DRC), scene of intercommunal massacres, and met local politicians seeking to bring peace to the area.
Jean-Marie Guehenno, the UN deputy secretary general in charge of peacekeeping operations, had arrived "to assess the situation and to prepare a report for the (UN) security council," a spokeswoman for the UN mission in DRC (MONUC) told AFP by phone.

Clashes in DR Congo border town near Uganda

KAMPALA, May 22 (AFP) - Fighting broke out in the Democratic Republic of Congo (DRC) near the border with Uganda Thursday following a mutiny within the ranks of a breakaway rebel group, Ugandan military sources said.
Plans to topple a leader of a faction of the Union of Congolese Patriots (UPC), identified as Commander Jerome, sparked in-fighting in the rebel group. The mutiny leader, identified only as Ngoyi, "has been killed and his coup has been crushed," the Ugandan military source told AFP in Kampala.
