Southern Africa: Rising child deaths illustrate region's health crisis

JOHANNESBURG, 29 December (IRIN) - When Dr Keith Bolton treated children in the 1990s, the death of a patient was still relatively infrequent. As head of child health at South Africa's Coronation Hospital in Johannesburg, Bolton saw an average of one child die each week.

Now, Bolton and his colleagues see one child die every day.

"In the past, death was an uncommon event in children, especially after the newborn period," said Bolton. "Now we've seen a complete reversal of the gains we made in the 1960s, '70s and '80s."

Southern Africa: Region must prepare for recurring drought, report

MBABANE, 28 Dec 2004 (IRIN) - Southern Africa should prepare itself for recurring drought, likely to strike at least twice every decade, says a new report.

The report, 'Anticipating and Responding to Drought and Emergencies in Southern Africa', was prepared for the New Partnership for Africa's Development (NEPAD) and noted that the region could experience a recurrence of the devastating drought of 2002/03, which resulted in a food deficit of 3.3 million mt.

Swaziland: Army unveils HIV/AIDS policy

MBABANE, 24 December (PLUSNEWS) - The Swazi army has unveiled a new policy that rejects HIV-positive recruits, while acknowledging that its ranks of enlisted men and officers have been badly affected by the disease.

"The army is experiencing a rise in HIV/AIDS-related illnesses and deaths, and this has adverse effects on its overall mission and preparedness, and may eventually lead to insecurity in the country," stated the policy document of the national Umbutfo Royal Defence Force (URDF).

Southern African Humanitarian Crisis update 23 Dec 2004

HIGHLIGHTS

● UNICEF’s “The State of the World’s Children 2005”, shows that more than half the world's children, over 1 Billion, are suffering extreme deprivations. Almost all indicators show that children in sub-Saharan Africa are in most dire need. HIV/AIDS is playing a large role in their scarcities.

● Results of the assessment of locust infestation are expected in January.

Southern African Humanitarian Crisis update 23 Dec 2004


RIACSO provides support to national efforts in addressing the southern African triple threat of food insecurity, weakened capacity for governance and HIV/AIDS and ensures cohesion and complementarity of the effort at a regional level. In addition, RIACSO supports the UN Secretary General’s Special Envoy for Humanitarian Needs in Southern Africa, Mr. James Morris, in his mandate to raise awareness of the situation, its underlying causes and to provide recommendations on how to strengthen the response and mobilise donor support.

Africa: Food aid through the World Food Programme (WFP)

1. The Government of Japan has decided on the extension of food aid totaling 900 million yen through the World Food Programme (WFP). Notes to this effect were exchanged on December 17 (Fri) (Japan time) in Rome between Ms. Nobuko Matsubara, Japanese Ambassador to Italy, and Mr. James T. Morris, Executive Director of WFP.

Swaziland: US $ 26 million needed for OVC education

MBABANE, 15 December (IRIN) - Swaziland needs at least US $26 million to meet the educational needs of its growing population of orphans and vulnerable children (OVC) in 2005, education minister Constance Simelane said this week.

The primary school fees for the orphans would account for at least $8.7 million, but the costs of school uniforms, books, transport and other services have been also included in the education ministry's calculations.

Southern Africa: The cycle of poverty continues

Two years ago, Southern Africa was the focus of attention for the humanitarian community and for public concern. Between the 6 focus countries of a regional appeal (Lesotho, Malawi, Mozambique, Swaziland, Zambia and Zimbabwe) and Angola, over 16.5 million people were estimated to be in need of emergency assistance to meet their food needs.

Swaziland Red Cross eases access to ARVs

It is not long since Jane Dhlamini discovered HIV status, but she is adamant that that knowledge has kept her alive.

Since testing positive last year, she has had access to both Red Cross programmes and social health services unavailable to her before. Today she is much more aware of how to minimize the impact of the virus through the right diet and changed behaviour.

"I am speaking from my heart to encourage everybody to go and get tested," says the 53- year-old mother of nine.
