Swaziland: Drought emergency hits food security

MBABANE, 31 December (IRIN) - Drought has hit Swaziland and threatens zero crop yields in the worst affected areas, humanitarian agencies are reporting.
High temperatures and lack of rain since November could result in harvest failures in a quarter of the country.

"The current serious drought, which seems to be the worst in recorded history, threatens severely diminished harvests and serious water shortages in large parts of the kingdom," Ben Nsibandze, chairman of the National Disaster Relief Task Force, said in a statement.

Southern Africa: Poor rains delay planting

(New York, 31 December 2003): Rainfall in much of Southern Africa has been very low to date, leading to delayed planting in Lesotho, Swaziland, South Africa and Mozambique, according to the UN Regional Inter-Agency Coordination Support Office (RIACSO). Farmers who planted despite the less than optimal conditions could face a reduced yield, while the window for re-planting is closing.
The situation in Lesotho is particularly problematic given a current 30-day weather forecast of dry conditions. Lesotho received insufficient rains during the last summer season, and

The Federal Foreign Office supported more than 300 humanitarian aid projects all over the world in 2003

The Federal Foreign Office supported 307 projects for humanitarian aid, humanitarian mine clearance as well as disaster prevention all over the world in 2003 to the tune of EUR 71.5 million.
Some 237 projects totalling EUR 52.5 million received support from the humanitarian aid budget. This funding was used to look after victims of natural disasters or armed conflicts and provide life-saving commodities such as clean drinking water, food and medication. Swaziland needs to import 86,000 tonnes of maize next year: government

MBABANE, Dec 29 (AFP) - Swaziland will need to import some 86,000 tonnes of maize next year -- more than half the 148,900 tonnes needed, the agriculture ministry said in a statement Monday.

"This has been necessitated by the ongoing drought which has affected maize production and affected other cereal crops in the kingdom," it said.

Farmers in the tiny mountain state between South Africa and Mozambique have run out of maize stocks as a result of poor harvests, the statement added.

HIV/AIDS is taking an increasing toll on human life, severely affecting the agricultural labour force.
Agricultural skills are lost. Agricultural production and income are dramatically reduced. FAO is continuously adapting its interventions to assist the vulnerable agricultural households affected by this pandemic. Outlook for crop growing conditions in Southern Africa for 2003/2004

Seasonal cumulative satisfaction of maize water requirements is poorly correlated with early season rainfall. Scant early rains do not necessarily imply poor crop production for the 2003-04 season. Statistical interpretations of climate forecasts suggest that near-normal end-of-season maize crop water conditions are likely. Western Zimbabwe and Northern Namibia have below normal forecasts. Prospects for the season will come more clearly into focus by the end of January, once the quality of the December-January rains is known.

Southern Africa: South African maize too expensive for WFP

JOHANNESBURG, 18 December (IRIN) - Increasing maize prices in South Africa, partly due to drought and currency fluctuations, have forced the WFP to look to foreign markets to procure food aid for its emergency operation in Southern Africa.
"It's unfortunate that South Africa may be heading into drought at a time when Southern Africa has a huge need for food," Mike Sackett, WFP Southern Africa Regional Director, said in a statement.

WFP had sourced "substantial amounts of maize from the South African market over the last 18 months to feed

Swaziland: Donor, investment funds dwindle over 'rule of law'

MBABANE, 16 December (IRIN) - Swaziland's non-governmental organisations (NGOs), which in many instances spearhead social welfare efforts in the country, say the kingdom's unflattering international reputation is an obstacle to fundraising.
"The volume of donor funding, upon which NGOs were heavily dependent, has dwindled substantially due to problems experienced with the 'rule of law' crisis in the country," said Dumisani Mnisi, chairperson of the Coordinating Assembly of Non-governmental organisations.

Swaziland: Community provides "shoulders to cry on"

MBABANE, 11 December (IRIN) - A legion of volunteer community activists in Swaziland are identifying orphans and vulnerable children - many of them affected by AIDS - and seeing to their nutritional, medical, educational and psychological needs.
"The community worker is called 'lihlombe lekukhalela', which means 'shoulder to cry on'. They are the person who children know they can go to for assistance. They can tell their troubles to this person, and find help," Ezrome Magagula, the community volunteer coordinator for the Deputy Prime Minister's Office, told IRIN.
