HIGHLIGHTS

 The region is exposed to a range of environmental and social pressures.

 47 defined international humanitarian emergencies were identified between 2000 and 2012.

 The results highlight the short recurrence intervals for major shocks and the annual co-occurrence of multiple shocks.

 The research signals a transition from conditions of armed conflict seen in the 1980s and 1990s to social conflicts, often in urban areas, particularly in national capitals.

HIGHLIGHTS

  • In line with the original SARCOF forecast, the latest SADC CSC update predicts normal to above-normal rainfall for most of the region, with significant exceptions.

  • The whole of Madagascar is now expected to receive above-normal to normal rainfall, increasing the chances of flooding.

  • The first tropical cyclone this season – Anais – formed on 12 October and dissipated by 19 October without making landfall.

  • Early flooding in South Africa led to the Declaration of Provincial Disaster in the Eastern Cape.

Global Food Security Update - Issue 8, October 2012

In focus

• Some 3 million people require food and livelihoods assistance in Syria. A surge in displacement took place between June and September;

• In September, flooding in Pakistan affected 4.5 million people; seven flood affected districts are in IPC phase 3 (crisis) or phase 4 (emergency);

• In the Democratic Republic of Congo, 5.4 million people require humanitarian assistance. Since June 2012, conflict has displaced 550,000 people in the East;

The Sixteenth Southern Africa Climate Outlook Forum (SARCOF-16) was convened from 23 to 24 August 2012 in Harare, Zimbabwe, by the SADC Climate Services Centre (CSC) to formulate consensus guidance for the 2012/2013 rainfall season over the SADC region. A rainfall outlook covering the period October 2012 to March 2013 was prepared by climate scientists from the National Meteorological and/or Hydrological Services (NMHSs) of the SADC region, the CSC, and well as international cooperating partners.

Southern Africa Food Security Outlook July to December 2012

Food insecurity to rise as staple food harvests fail to meet region’s requirements

Key messages

Although most parts of the region will remain food secure following the recent main season crop harvests, reduced harvests in areas affected by prolonged mid-season dry spells and /or floods have resulted in pockets of acute food insecurity in localized areas. In these parts of the region food access is already problematic for the affected households, and the lean season is expected to begin much earlier than the normal October/November start.

♦ 2012 SADC cereal production down by 7% … Revised estimates indicate a 2012 cereal production of 31.47 million tonnes, which represents a 7% drop over the 2011 harvest of 33.81 million tonnes. However the current production is 2% above the 5-year average of 30.78 million tonnes.(Tables 1)

Significant food price reductions contribute to stable food security conditions

Key Messages

  • As projected in the June Outlook, generally favorable food security conditions are expected to prevail throughout the region from July to September 2012. Main harvests have increased the availability of staple foods at the household level and in local markets. As food prices continue to drop in line with season patterns, food access has improved for most market-dependent households.

GIEWS Update - Southern Africa: A review of the 2011/12 cropping season -14 May 2012

Harvesting of the 2011/12 main season cereal crops is underway across Southern Africa and is expected to continue until June/July. Current crop prospects point to a slight decrease in maize production (the main food staple) compared to 2011, following a contraction in the area planted and a protracted dry spell in early 2012.

Green harvests improve food availability as lean season draws to a close

  • The availability of a variety of foods, including green maize, squashes, pumpkins, sweet potatoes, and other seasonal crops, has greatly contributed to improved food security conditions across the region. On-farm availability of these foods has helped ease pressure on local markets, resulting in a gradual decrease in food prices, especially in areas where crop growing conditions have been favorable.
