Distinguished President, Excellencies,

Over the past ten days, many delegations have shared with me their alarm about the growing disarray in many countries. And among other issues, I have raised with many of them my concerns about arrests, harassment and spurious prosecutions of journalists, activists, political opponents and human rights defenders.

Key findings

• The main current humanitarian concerns are the impact of selective entry procedures along the route, the increased shelter/NFI needs in the winter months, the situation of unaccompanied minors, and the unpredictability of flow and political developments that hamper response planning.

• None of the Balkan countries currently have the capacity and/or financial resources to address the full spectrum of humanitarian needs, making Governments, particularly Greece, reliant on external support for an important part of the service provision.

The EU's much-hyped deal with Turkey to stem the flow of migrants looked shaky on Friday after Ankara said Brussels had offered too little money and mocked Europe's efforts to tackle the refugee crisis.

Just hours after the European Union announced the accord with great fanfare at a leaders' summit, Ankara said the plan to defuse a crisis that has seen some 600,000 mostly Syrian migrants enter the EU this year was just a draft.

EU leaders were to stage an emergency summit Wednesday on boosting aid and tightening borders to tackle the migration crisis, but a growing east-west split over a deal to relocate 120,000 refugees threatened to poison the talks.

Hours before the meeting, Hungary's prime minister rejected Angela Merkel's "moral imperialism" over the worst such crisis since World War II while Slovakia said it would dispute the refugee quota deal in court.

Eastern European ministers were to meet Monday to attempt to bridge stark differences over their refugee policies, in an escalating crisis saw thousands of migrants shunted from one border to another over the weekend.

Several thousand finally entered Austria aboard crowded buses and trains on Sunday, while at least 13 refugees drowned off the coast of Turkey, the latest to perish as they try to escape conflict in their home countries mostly in the Middle East and Africa.

From their makeshift camp on the outskirts of the border city of Edirne the migrants -- mostly Syrian refugees -- began walking in the direction of the city centre, beyond which lies the road to Greece, an AFP photographer reported.

Hungarian riot police fired tear gas and water cannon Wednesday at crowds of refugees and migrants desperate to cross the border from Serbia, while others carved out a new route and headed for Croatia.

Tensions boiled over at the flashpoint Horgos-Roszke crossing, where hundreds of furious people tore down the wire meshing separating them from Hungarian territory, and police clashed for hours with migrants, some of whom threw stones, sticks and plastic bottles.
