The INFORM Global Risk Index measures the risk of a country experiencing a humanitarian crisis that would overwhelm national capacity and lead to a need for international assistance.
As of 31 January, United Nations Coordinated Appeals and Refugee Response Plans within the Global Humanitarian Overview (GHO) require US$22.5 billion to meet the humanitarian needs of 93.5 million crisis-affected people in 33 countries. Needs and financial requirements have increased due the finalisation of five additional Humanitarian Response Plans (HRPs). Seventeen HRPs have been published so far. Together the appeals are funded at $77.2 million, leaving a shortfall of $22.4 billion.
Today more than 75 per cent of people affected by humanitarian crises are women and children. And adolescents aged 10-19 years constitute a significant proportion of the population in many conflict and post-conflict settings.
In response to today’s humanitarian challenges, UNFPA continues to provide life-saving services to prevent and respond to gender-based violence and provide information, services and supplies for sexual and reproductive health as we work with partners to carry forward commitments made at the World Humanitarian Summit.
This bulletin examines trends in staple food and fuel prices, the cost of the basic food basket and consumer price indices for 71 countries in the fourth quarter of 2016 (October to December).1 The maps on pages 6–7 disaggregate the impact analysis to sub-national level.
CBPFs allow governments and private donors alike to pool their contributions to support specific emergencies. They ensure that timely, coordinated and principled funding is available and prioritized at the local level by those who are closest to people in need. CBPFs increase predictability of funding and involve frontline responders, including national and local NGOs, in the planning and delivery of humanitarian response. The following are paid contributions and commitments made to CBPFs by year.

New York – In her annual report to the Human Rights Council, the Special Representative of the Secretary-General for Children and Armed Conflict highlighted the progress accomplished since the creation of her mandate twenty years ago, but also urged Member States and parties to conflict to take immediate action to end persistent grave violations against children.
Country-Based Pooled Funds (CBPFs) enable humanitarian partners operating in countries affected by natural disasters and armed conflict to deliver timely and effective life-saving assistance to people who need it most. They allow Governments and private donors to pool their contributions to support specific emergencies.

Issue 31 looks at developments in Syria, Iraq, Yemen, Sudan, Myanmar (Burma), South Sudan, Democratic Republic of the Congo, Burundi, Philippines, Central African Republic and Nigeria.
IN 2016, HUMANITARIAN RESPONSE PLANS (HRPs) in the MENA region requested US$7 billion and have received $4 billion. In total, MENA HRPs are 56 per cent funded. Three new FLASH APPEALS address specific situations: in Iraq where the humanitarian impact of the Mosul operation requires $284 million; in Afghanistan where $152 million is needed to assist returnees from Pakistan; and in Libya where $10 million is needed for Sirt.

As of 30 December 2016, the inter-agency coordinated appeals and refugee response plans within the Global Humanitarian Overview (GHO) require US$22.1 billion -- an increase of 10 per cent since it was first launched twelve months ago -- to meet the needs of 96.2 million humanitarian crisis-affected people in 40 countries. By the end of 2016, $12.6 billion were raised towards the coordinated appeals -- more than ever before. Despite immense donor generosity, it is only 57 percent of the requirements committed, leaving a short fall of $9.5 billion.
While 2016 taught us to expect the unexpected, IRIN’s eyes and ears on the ground have given us an idea of what to look out for in the new year. We can’t promise everyone else will be covering these stories, but here are ten we’ll be watching:

Hunger is not inevitable As 2016 comes to an end, almost 130-million people are in need of humanitarian assistance. Throughout the year, natural hazards, conflict and protracted crises have placed a particularly heavy burden on the poor, who are often extremely vulnerable to shocks. Across 22-affected areas, 70-million people are currently in Integrated Food Security Phase Classification (IPC) Phase 3 or above.
