Attacks on Health Care

Attacks on health care in emergency situations disrupt the delivery of essential health services, endanger care providers, deprive people of urgently needed medical attention, and undermine our long term health development goals.

WHO collaborates closely with others to better understand the problem, bring attention to the issue, and find solutions that can prevent attacks; protect health facilities, workers, transport and supplies; and ensure the continued provision of health care despite such attacks.

Conflict, violence and disasters internally displaced 27.8 million people in 2015, subjecting a record number of men, women and children to the trauma and upheaval of being forcibly displaced within their own country.

This bulletin examines trends in staple food and fuel prices, the cost of the basic food basket and consumer price indices for 71 countries in the first quarter of 2016 (January to March).1 The maps on pages 6–7 disaggregate the impact analysis to sub-national level.

Global Highlights

•During Q1-2016, FAO’s global cereal price index fell by 14 percent year-on-year thanks to ample supplies and stock positions. The index is now at levels last seen in early 2007. The FAO global food price index is 15 percent lower than in Q1-2015.

  • As of 30 April, global funding requirements to meet the needs of 89 million people across 39 countries through humanitarian response plans and appeals for 2016 amount to over US$20.3 billion. About $3.8 billion in funding has been received so far, leaving a shortfall of $16.5 billion. With the emergence of new humanitarian crises, global financial requirements have increased by around 2 per cent in the first trimester of the year.

The month saw fighting escalate again in Syria and Afghanistan, and erupt in Nagorno-Karabakh between Armenian-backed separatists and Azerbaijani forces. In Bangladesh, election violence and killings by extremist groups showed how new heights of government-opposition rivalry and state repression have benefitted violent political party wings and extremist groups alike. Political tensions intensified in Iraq and Macedonia, and security forces severely supressed opposition protests in the Republic of Congo and Gambia.
