Executive Summary

The proliferation of intra-state conflicts in the post-Cold War era has led to a substantial increase in the number of United Nations (UN) peacekeeping operations, resulting in the creation of forty-eight peacekeeping missions since 1990. The unprecedented challenges faced in the 1990’s – and in particular, the failures in Rwanda, Srebrenica, and Somalia – obliged the UN to revisit and rethink its peacekeeping strategies.

I. Introduction

1. The present report has been prepared pursuant to General Assembly resolution 60/180 and Security Council resolution 1645 (2005), in which the Peacebuilding Commission was requested to submit an annual report to the Assembly for an annual debate and review. The report will also be submitted to the Council, pursuant to its resolution 1646 (2005), for an annual debate. The report covers the fifth session of the Commission, from 1 January to 31 December 2011.

1. Dans sa lettre datée du 20 décembre 2010 (S/2010/661), le Conseil de sécurité a annoncé qu’il prorogeait au 31 décembre 2013 le mandat du Bureau des Nations Unies pour l’Afrique de l’Ouest. Il me priait aussi de lui rendre compte tous les six mois de l’exécution de ce nouveau mandat. Le présent rapport couvre la période allant du 1er juillet au 31 décembre 2011.

WASHINGTON, December 20, 2011 - The Board of Executive Directors of the World Bank has today approved the second phase of the Decentralized Service Delivery Program (DSDP-2) worth US$26 million as additional support to the Government of Sierra Leone to scale up decentralized delivery of basic services.

Il se focalise sur la zone située entre les 20eme et 9eme parallèles Nord et qui va du Sénégal au Tchad, c'est-à-dire la zone la plus exposée a la sécheresse. L'analyse est baée sur l'évolution de l'Indice de Végétation dans les principales zones agricoles et concerne spécifiquement les cultures pluviales.
