ABIDJAN, 31 December (IRIN) - West Africa could point to the consolidation of peace in Sierra Leone and the end of a 14-year civil war in Liberia as positive regional developments in 2003.
But the road to peace in Côte d'Ivoire remained rocky, even though the year ended on a high note. Just before Christmas, the rebel forces which occupy the north of the country, agreed to rejoin a broad-based government of national reconciliation after a three-month boycott.

Sierra Leone: Humanitarian Situation Report Dec 2003

The United Nations family in Sierra Leone offers deepest condolences to the bereaved families of peacekeepers from Bangladesh, who were killed in an aircrash on 25 December 2003, over Benin. The UN has confirmed that two Bangladeshi peacekeepers working for the UN Mission in Liberia (UNMIL) and 13 from UNAMSIL were on board the flight, which crashed near Cotonou.

The Federal Foreign Office supported 307 projects for humanitarian aid, humanitarian mine clearance as well as disaster prevention all over the world in 2003 to the tune of EUR 71.5 million.

Liberia not ready for its refugees to come home: UN

MONROVIA, Dec 29 (AFP) - Continuing volatility in Liberia four months after a peace pact was signed has prevented the return of hundreds of thousands of refugees who fled the west African state's two successive civil wars, a UN official said Monday.

"We cannot begin repatriating Liberian refugees in the sub-region when peacekeepers have not deployed throughout the country," Mohamed Siryon, a UN humanitarian spokesman told AFP.

"We would not be certain of their security if they are repatriated in the absence of peacekeepers."

15 UNAMSIL peacekeepers die in plane crash in Benin Republic

United Nations Secretary-General today offered condolences to the bereaved families of peacekeepers from Bangladesh who were killed in an aircrash earlier this week over Benin.

IRAQ / KUWAIT - Kuwait Trains Basra Burn Medics - IOM has organized a training programme in Kuwait for four medical staff from the newly-rehabilitated Burns Unit of Basra General Hospital in Iraq.
The initiative, under the auspices of IOM's Medical Evacuation and Health Rehabilitation Program for Iraq (MEHRPI), is in close cooperation with the Kuwaiti authorities and the Saud Al-Babtain Center for Burns and Plastic Surgery at the Ibn Sina Hospital in Kuwait City.

Sierra Leone: Force Commander commissions footbridge in Koidu

The Force Commander and Chief Military Observer of the United Nations Mission in Sierra Leone, UNAMSIL, Maj Gen Sajjad Akram, on December 16 commissioned a footbridge in Koidu, Eastern Sierra Leone. The footbridge, which connects Pakistani Logistic III and the Pakistani VIII camp, is part of the peacekeepers' (Pakcon 3) humanitarian assistance to the people of Koidu.

Gen Sajjad also laid the foundation stone for the construction of a five-classroom block at the Girls Primary School in Koidu. The building is expected to be completed in March 2004.

Sierra Leone army on alert over Liberian weapons

FREETOWN, Dec 16 (Reuters) - Sierra Leone's army is on alert after reports that Liberian rebels may be moving heavy weapons towards the border in a bid to escape a U.N.-led disarmament operation, an army commander said on Tuesday.

The reports highlighted fears that Sierra Leone, at peace since civil war ended in 2002, could be plunged back into instability if weapons from Liberia's recently-ended conflict slip across the border between the two West African nations.

Sierra Leone: UN mission steps up border patrols against infiltration from Liberia

The United Nations Mission in Sierra Leone (UNAMSIL) has stepped up around-the-clock air, land and river patrols along the West African country's borders with Guinea and Liberia to prevent illegal infiltration resulting from efforts to disarm former combatants in Liberia's civil wars.
"It is particularly important to interdict attempts to smuggle, relocate and hide weapons and military equipment in Sierra Leone, at a time when UNMIL [UN Mission in Liberia] forces are poised to expand their presence and control in Liberia, especially towards the border areas," UNAMSIL said today.
