Summary of key findings Despite specific conditions and characteristics particular to the southern route, this paper’s findings are generally consistent with the dynamics of migrant smuggling along all routes out of the Horn of Africa.
Using a combination of primary and secondary sources, as well as new data from the RMMS Mixed Migration Monitoring Mechanism Initiative (4Mi), the paper finds that migrant smuggling along the southern route continues to thrive and exposes migrants in mixed flows to high levels of abuse and risk.2

I. Introduction

  1. The present report is submitted pursuant to Security Council resolution 2277 (2016), in which the Council requested me to report on the implementation of the commitments under the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region.

It covers developments since the issuance of my report of 4 October 2016 (S/2016/840) and provides information on peace and security developments in the eastern Democratic Republic of the Congo and the Great Lakes region until 28 February 2017.

  • As of 28 February, United Nations Coordinated Appeals and Refugee Response Plans within the Global Humanitarian Overview (GHO) require $22.6 billion to meet the humanitarian needs of 95.3 million crisis-affected people in 33 countries. Needs and financial requirements have increased due to finalization of the Yemen Humanitarian Response Plan (HRP) requesting around $2.1 billion and together the appeals are funded at $1.6 billion, leaving a shortfall of $21.0 billion.

• Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters such as earthquakes, floods, and storms. In FY 2016, as in previous years, USAID/OFDA not only responded to urgent needs resulting from disasters, but also supported DRR programs that built resilience and improved emergency preparedness, mitigation, and response capacity at local, national, and regional levels.
