Mediation Practice Series: Negotiating ceasefires

Introduction

In late January 2010 the Movement for the Emancipation of the Niger Delta (MEND) suspended a unilateral ceasefire until such time as the Nigerian government agreed to meet with a MEND delegation, as per previous governmental public statements. In doing so the MEND joined a long list of armed groups (understood within this publication to mean non-state armed groups that challenge the authority of the state) 1 that ask for guarantees of political talks before renouncing violence. Governments, meanwhile, usually argue for a ceasefire as a prerequisite to peace talks.

This sixth edition of the Yearbook of Peace Processes analyses conflicts in which negotiations are being held to reach a peace agreement, regardless of whether these negotiations are formalised, are in the exploratory phase, are faring well or, to the contrary, are stalled or in the midst of crisis. It also analyses some cases in which negotiations or explorations are partial; that is, they do not include all the armed groups present in the country (such as the case of India, for example).

The Living Ain’t Easy: Urban Refugees in Kampala

Executive Summary

An estimated 58 percent of the world’s 10.5 million refugees now reside in cities. They often have few as-sets, limited support networks, and are constrained by legal, cultural and linguistic barriers.

To date, the humanitarian community has focused pri-marily on camp-based refugees. Little is known about the needs of the urban displaced. Urban refugees face multiple challenges to achieving economic security; nevertheless, they are industrious and hard working.

NFI & ES Sector Monthly Update # 03 - North Sudan, March 2011

Executive Summary • In March, 5,943 households were supported with non-food items (NFIs) and emergency shelter (ES) from the NFI Common Pipeline (CP) in Darfur, of which 80.6 % were newly displaced households, 14.3% were Disaster Affected Households and 5.1 % were Extremely Vulnerable Persons. The 34,935 items distributed included 7,624 blankets, 1,494 cooking sets, 7,237 jerry cans, 5,943 plastic sheets, 7,874 sleeping mats, and 4,763 women’s toaps.

North Sudan Health Cluster - Bulletin no 3, 31 March 2011

Highlights

  • A rapid assessment mission was conducted in Shangil Tobaya and Zam Zam IDP camps in North Darfur by the Donors, Sector Representatives and the UN to look into the humanitar-ian situation of the displaced people including those who have just newly arrived.

  • From 1 January to 25 March 2011, a total number of 202 suspected cases of meningitis with 6 deaths (case fatality rate of 3%), were reported from 10 states (Khartoum, Gezira, White Nile, Blue Nile, Sennar, Gadaref, Northern, South Kordofan, West and South Darfur).

• Kenya Transport Cost increase: To reflect increased fuel costs and other operational expenses, commercial transporters in Kenya increased transport costs by 72% in March 2011. Importers will have to pay more for transportation of cargo from Mombassa to various destinations. (Daily Nation, 13 March 2011).

• UNHAS Flights: UNHAS resumed flights to: Beida, Habila, Bindizi, Kerenik, on 13 March 2011 and is now flying to South Kordafan once every week.

200 Darfuri stranded at Libya-Chad border

Khartoum (1 Apr.) - Around 200 Darfuri including women and children have stranded in the region of Agnu at the Libyan-Chad border, homeless with hardly any supplies. One of the stranded appealed through the Radio to the United Nations and Humanitarian organizations to relocate the stranded to camps in Chad rather than Sudan. This appeal was made after word had spread that Darfuri coming from Libya were imprisoned by security agencies upon their arrival in Sudan.

Regional Flash Appeal for the Libya Crisis - Update - 1 April 2011

1. INTRODUCTION

Following the outbreak of violence in the Libyan Arab Jamahirya in February, and in order to assist tens of thousands of people fleeing the conflict in that country, a Regional Flash Appeal was launched on 7 March. Three weeks on, the Flash Appeal has enabled organizations to provide coordinated humanitarian aid to affected populations. The Flash Appeal requested US$160.3 million and (as of 1 April) has received $113 million (70%) in funding towards its original requirements. Analysis: Republic of South Sudan faces precarious start

JUBA , 1 April 2011 (IRIN) - A resurgence of internal armed opposition in Southern Sudan illustrates that the birth of this new independent nation, scheduled for 9 July, will be marked not only by celebrations of long-fought liberation from the North, but also by anxiety about the government's ability to maintain peace and stability across a vast and ethnically diverse region.

Claims of rebel unity feed this anxiety. The most prominent man now fighting the southern army (SPLA), George Athor, a former SPLA general, who broke away after claiming fraud in April 2010
