KHARTOUM, March 30 (Reuter) - More than 100,000 Sudanese ordered out of Libya last year as part of a campaign to rid the country of foreign workers have so far returned home, a Sudanese government newspaper said...Saturday.

Al-Ingaz al-Watani daily said more than 100,000 Sudanese had retuurned from Libya but did not say when the other 200,000 Sudanese remaining in Libya without work or residence permits were expected to return.

Sudan
It is the dry season in southern Sudan. Although light rains have been reported along the Ethiopian border and in Bahr el Ghazal and Lakes Provinces, crop cultivation at present is limited to riparian areas with access to irrigation. Generally, both farmers and pastoralists have shifted to dry-season patterns, relying more on grain stores, livestock, fish, wild foods, and, in some locations, food aid. As pasture conditions have deteriorated, following the usual seasonal pattern, the best grazing is in swampy areas along the Nile and other major rivers.

Fighting began in 1983 between the Government of Sudan (GOS) and the Sudan People's Liberation Army (SPLA) when the southern-based rebels demanded more influence in the government and protested the GOS efforts to "Islamize" the Christian and animist south. In 1991, the SPLA split into factions, and intensified fighting between the SPLA factions erupted in areas of the south.

1. SINCE ISSUE OF UNDRO INFORMATION REPORT NO. 1 ON 29 NOV 84, THE PARTS OF SUDAN SUFFERING FROM SEVERE DROUGHT HAVE IN ADDITION BEEN SUBJECTED TO HEAVY INFLUX OF REFUGEES FROM NEIGHBOURING CHAD, ETHIOPIA AND UGANDA, AT AVERAGE RATE OF 1,500 DAILY. THIS HAS RESULTED IN FURTHER DETERIORATION OF THE SITUATION. RESOURCES AVAILABLE TO THE GOVERNMENT ARE INSUFFICIENT TO MEET THESE INCREASING EMERGENCY NEEDS.
