Delays, denial of access and arbitrary searches had a negative impact on wounded and sick in Jericho.

Monitoring conditions of detention

Visits to detainees falling under the ICRC mandate are a long-standing priority of the institution in Israel, the Occupied and Autonomous territories. ICRC delegates regularly visit Israeli and Palestinian places of detention to monitor treatment and living conditions. The observations and recommendations are submitted confidentially to the authorities in charge.

Program Description
USAID's Office of Transition Initiatives (USAID/OTI) program in the West Bank and Gaza, begun in June 2005, is designed to respond quickly and flexibly to Palestinian priorities. The program's aim is to promote good governance and youth empowerment.

OPT: Under the guise of security - Routing the Separation Barrier to enable the expansion of Israeli settlements in the West Bank

Introduction
In June 2002, the government of Israel approved the first stage of a physical barrier that will separate the West Bank and Israel. The official reason for the decision was the wave of suicide attacks carried out by Palestinians against Israeli citizens in the preceding months. Over the next three years, the government and the Political-Security Cabinet approved additional stages of the barrier, as well as changes in the route in previously approved sections. In accordance with the government's last decision, in February 2005, the barrier is expected to be 680 kilometers

OPT: The Gaza Strip - Access report December 2005

This report monitors access in and out of the Gaza Strip. Movement in and out of the Gaza Strip is controlled through:
- Erez crossing for Palestinian workers and merchants and medical referrals who have permits to enter Israel;

- Erez crossing for international organisations;

- Rafah crossing, between the Gaza Strip and Egypt, for access to other countries, including for overseas medical referrals; and

- Four commercial crossings, of which Karni crossing is the largest.

OPT: Israel dismantles 3 W.Bank settler outposts - army

JERUSALEM, Dec 30 (Reuters) - Israeli forces on Friday dismantled three West Bank outposts that had been erected by Jewish settlers in a show of strength ahead of elections that could swing on the growing debate over the occupied territory.
Prime Minister Ariel Sharon has vowed to keep major West Bank settlements, but has said some isolated communities may one day be removed. Israel is required to dismantle all unauthorised outposts under a U.S.-led plan for peace with the Palestinians.

OPT: Gaza militants prepare to fight as truce nears end

GAZA, Dec 30 (Reuters) - Crawling beneath bushes and planting bombs for practice attacks, Palestinian militants trained in the Gaza Strip on Thursday to resume fighting when a truce with Israel expires at year's end.

Most Palestinian armed factions agreed to halt attacks on Israel until the end of 2005 and follow a "period of calm" at the behest of President Mahmoud Abbas, but many say they want to resume the uprising fully after Dec. 31.

Israel says no time limit to Gaza "no-go zone"

OPT: Gaza electoral offices open, gunmen end siege

GAZA CITY, Dec 28 (AFP) - All electoral offices were re-opened Wednesday for candidates to register for next month's Palestinian parliamentary polls after gunmen ended sieges across the Gaza Strip, an official said.

OPT: Israel declares "no-go zone" in northern Gaza

GAZA, Dec 28 (Reuters) - Israel declared a new "buffer zone" within part of the northern Gaza Strip from 6 p.m. (1600 GMT) on Wednesday to try to stop militants firing rockets, leaflets dropped to warn Palestinians said.
"Anyone who will not heed this warning is placing his or her life in immediate danger," said the leaflet.

DUBAI, 28 Dec 2005 (IRIN) - Water availability in the Middle East will continue to remain problematic and a potential source of conflict, according to water expert Dr Walid Saleh.

Dr Saleh has worked with the United Nations University/International Network on Water, Environment and Health in Abu Dhabi since 1996.

In excerpts from an interview with IRIN, he said while some efforts were ongoing to improve supplies, better water management was essential.
