Israeli occupation forces (IOF) have escalated attacks and retaliatory acts against Palestinian civilians in the southern Gaza Strip town of Khan Yunis for the second consecutive day, causing more casualties. The number of Palestinians killed by IOF in al-Amal neighborhood and Khan Yunis refugee camp has mounted to 10. In addition, 27 Palestinians, including 6 children have been injured. During this reporting period, the Israeli Army has continued to violate International Humanitarian Law and Fundamental Human Rights, by restricting freedom of movement to Palestine Red Crescent Society (PRCS) ambulances and its medical teams. Delays & denial of access and arbitrary searches had a negative impact on the sick and wounded in Bethlehem, Jenin and Gaza Strip.

Gaza Strip, 28/12/2004 (03:00AM): A PRCS ambulance was stopped and denied access at Al Tuffah checkpoint, while on route to transport a woman in labor to a local Palestinian hospital.

Since the early morning on Thursday, 30 December 2004, Israeli Occupation Forces (IOF) have killed 5 Palestinians, including a child and a disabled young man, and have injured 11 Palestinian civilians, including 3 children and a woman. USAID transfers $20 million to Palestinian authority

TEL AVIV - The American Government has transferred $20 million in cash to the interim Palestinian leadership, underlining U.S. confidence in the Palestinian Authority's reform program. The Palestinian Ministry of Finance received the funds early Tuesday.

The funds will be used to meet budget priorities identified by the Ministry of Finance, including the costs of electricity, water, sewage and other utility services.

Hamas ignores appeal to stop armed resistance

CAIRO, Dec 28, 2004 (Xinhua via COMTEX) -- A leader of the Islamic resistance movement Hamas rejected calls by Mahmoud Abbas, chairman of the Palestinian Liberation Organization (PLO) executive committee, to stop fighting against Israeli occupation, the Egyptian Arabic daily Al Ahram reported on Tuesday.

Israel starts Palestinian prisoner release

BEERSHEBA, Israel, Dec 27 (Reuters) - Israel began the release of 159 Palestinian prisoners on Monday, many of them serving the final months of their sentences, in a gesture to the new Palestinian leadership after Yasser Arafat's death.

Buses carrying prisoners left Ketziot prison in southern Israel for the West Bank border, witnesses said. Israel planned to release 113 prisoners convicted of security offences and 46 held for illegally entering the country, authorities said.

ICRC takes part in release of Palestinian detainees

The ICRC has taken part in the release of 165 Palestinian detainees to the West Bank and Gaza Strip.

On 23 and 26 December, ICRC delegates interviewed the detainees who were to be released by the Israeli authorities in private, in order to ascertain that they agreed by their own free will to their release and the location of their release. Acting in its capacity as a neutral intermediary, the ICRC monitored on 27 December the release of these persons from Israeli detention places to the Palestinian Territories.

PCHR is increasingly concerned at the further deterioration in Palestinian internal security

PCHR is increasingly concerned for the increase in killings caused by the misuse of weapons, especially by law enforcement officials or other persons who have links with the Palestinian National Authority (PNA). PCHR reiterates its call for the PNA and its law enforcement bodies to put an end to the security chaos, which has peaked to unprecedented levels. Two Palestinians killed in blast in Gaza house

GAZA CITY, Dec 23 (AFP) - Two Palestinians were killed and three others were wounded in an explosion at a house in the Khan Yunis area of the southern Gaza Strip on Thursday, medical sources said.

Palestinian sources said the blast had been caused by an Israeli tank shell but the army insisted that its forces had not been firing at the time.

Rami Abu Akr, 22, and Abed Abu Namus, 24, were killed while two of Akr's brothers and one of his sisters were also wounded in the incident close to the Neve Dekalim Jewish settlement.

Palestinians vote in landmark local elections in dry run of presidential poll

ABU DIS, West Bank, Dec 23 (AFP) - Palestinians in 26 municipalities across the West Bank began voting Thursday in the first council elections in 28 years which will act as an electoral barometer for next month's presidential ballot.
