Responding to emergencies in Southeast Asia: Can we do better? 

A REVIEW OF THE HUMANITARIAN RESPONSE TO THE 2011 THAILAND AND CAMBODIA FLOODS

Executive Summary

Between July and October 2011, a succession of cyclones, tropical storms and intense monsoonal rains across Southeast Asia resulted in the worst flooding in the region in more than a decade. In Thailand, more than 14m people in 65 provinces were affected; in Cambodia, more than a million people in 18 provinces. By the time the flood waters began to recede, more than 20m people across the region, including 10m children, had been affected.

NATURAL DISASTERS IN 2012

After an intense year of natural disasters in 2011, countries in the Asia-Pacific region welcomed a reduction in the number of events in 2012. OCHA and the Centre for Research on the Epidemiology of Disasters recorded 93 natural disaster events in 2012, in which over 3,200 people were killed and more than 75 million people were affected. China and the Philippines experienced the most disasters in 2012.

1.1. CONTEXT

Typhoon Bopha (known in the Philippines as Pablo) made landfall on the island of Mindanao early on 4 December 2012 bringing heavy rain and wind gusts of up to 210 km/h (130mph). The typhoons high wind speed and flooding caused extensive damage to the housing stock and infrastructure and widespread disruption in power supply and communications. . Bopha comes a year after Tropical Storm Washi (known in the Philippines as Sendong) killed more than 1,500 people in southern Philippines.

Excellent logistics facilities

UNHCR Dubai enjoys excellent logistics facilities. A seamless supply chain by sea and air is ensured through proximity to Jebel Ali, the Middle East's biggest and busiest seaport. From Jebel Ali, cargo vessels sail weekly to ports worldwide including remote destinations. Also, six international airports are located within a three hour driving radius, where charter planes can be deployed in 24 to 48 hours. Dubai's logistics services are renowned for their professionalism and cost efficiency.

This atlas provides detailed crisis satellite imagery coverage and building damage assessment data over Cateel, Davao region, Philippines based on Pleiades data recorded 12 December 2012 . Structures in the building damage assessment marked as "No Visible Damage" represent structures which were either obstructed by cloud coverage in the imagery or showed no apparent visual damages.
