Executive Summary

The internal objective of this Strategy Note is to outline directions for the World Bank’s engagement in climate change (CC) in the Philippines, integrated with the new Country Assistance Strategy (CAS). The external objective is to raise awareness of the implications of climate change for the economy; to facilitate integration of CC actions into policies and programs, such as the Medium-Term Philippine Development Plan; and to support the government in articulating its own strategy for climate change.

This report was prepared by consultants contracted to Save the Children (SC) in Vietnam to conduct an external evaluation of SC's post-typhoon Ketsana Emergency Response and Recovery Programmes in Vietnam and the Philippines. The evaluation is a requirement from the Disaster Emergencies Committee (DEC) - the donor - and the report is based on findings from site visits (including meetings, interviews and focus group discussions (FGD) with key project beneficiaries, partners and stakeholders) to the project areas conducted in November and December 2010.

Philippines: Flooding desolates Albay and Sorsogon

According to the Philippine Red Cross' report as of 8 pm today (December 30), 20 barangays from 6 municipalities in the province of Albay have been affected by flooding due to moderate to heavy rains since last night.

Unfortunately, the fretful situation has caused the demise of 2 persons, who were later on identified by the National Disaster Risk Reduction and Management Council (NDRRMC) as mother-and-son, Lolita and Antonio Dadap-ages 80 and 60, successively.

To date, a total of 991 families, or approximately 4,670 persons, were reportedly evacuated as PRC Albay Chapter

Two dead, thousands evacuated in Philippines rains

LEGASPI - Two people were killed and about 4,000 forced to flee their homes as monsoon rains brought flash floods and landslides to the region southeast of the Philippine capital, officials said Thursday.

An 80-year-old woman and her 50-year-old son were swept away by rushing waters as they crossed a spillway to reach an evacuation centre late Wednesday, said Joey Salceda, governor of the affected province of Albay.

Philippine rebels threaten mining operations

MOUNT DIWATA, Philippines, Dec 26 (Reuters) - Maoist rebels in the Philippines are demanding that miners compensate communities and protect the environment and are threatening to attack and stop operations, a rebel spokesman said on Sunday.

The Philippines has mineral deposits throughout the archipelago, estimated to be worth $1 trillion, but output has been small.

The sector was opened to full foreign ownership under a 1995 law and the government has been trying to attract foreign investment but rebel attacks and opposition from the Catholic church,

Blast at Catholic church in Philippines; 6 hurt

MANILA, Dec 25 (Reuters) - A crude bomb exploded on Saturday in the roof of a Roman Catholic church at a police base on a Muslim-dominated southern island in the Philippines wounding six people, an army spokesman said.

The Catholic priest celebrating the early morning Christmas mass was among those wounded, said military spokesman Lieutenant-Colonel Randolf Cabangbang.

Cabangbang said about 100 people were at the service in the main police base on the island of Jolo, a stronghold of the Abu Sayyaf, a small Islamist militant group with ties to al Qaeda.

Philippines: Philippine Red Cross turns over 400 transitional shelters in Antipolo

In time for the Yuletide season, the Philippine Red Cross (PRC) will formally turn over the first 400, out of 1,100, transitional shelters for Typhoon Ondoy affected families in Sitio Sumilang, Barangay San Jose, Antipolo, Rizal on December 22.

And for starters, PRC will also be providing additional 400 kitchen and sanitation kits to the beneficiaries of the abovementioned shelters, in order to warmly welcome all of them in their new homes.

Christmas truce with communists begins in Philippines

MANILA - Philippine security forces and communist insurgents began a Christmas ceasefire on Thursday, darkened by the shadow of the guerrillas' deadliest attack in a year in the runup to the truce.

Both the government and the rebels declared 18-day ceasefires from midnight (1600 GMT) Wednesday ahead of the first formal peace talks in six years seeking to end the decades-old Maoist rebellion that has claimed thousands of lives.

The military will observe an 18-day ceasefire but remains on guard, after the New People's Army (NPA) killed 10 soldiers
