Philippines lowers alert level at volcano

Manila_(dpa) _ Philippine volcanologists on Saturday lowered the alert level at the country's most active volcano amid decreasing activity three weeks after it began spewing lava and plumes of ash.

The lowered alert level prompted local authorities to start allowing more than 34,000 villagers to return to their homes after they had been forced to spend the Christmas and New Year's holidays in evacuation centres.

The 2009-2010 appeal is in support of the Philippine National Red Cross (PNRC) plan. The national society's plan focuses on organizational development with the primary purpose of increasing the PNRC and local community ("barangay") capacity to address the most urgent situations of vulnerability by maximizing the highly potential resources that PNRC has: its volunteers. The PNRC initiative known as Project 143 reinforces the presence of PNRC in all 42,000 barangays in the country.

For the past 24 hours, Mayon Volcano's (13.2576 N, 123.6856 E) activity was characterized by extrusion of lava and rolling down of incandescent lava fragments along the Bonga gully. The summit of the volcano was obscured most of the time yesterday due to thick cloud cover. No ash explosion was observed during times of good visibility. Emission of very weak to moderate volume of white steam that drifted towards west- southwest was observed during clear views of the crater.

Philippine volcano darkens New Year for 50,000 villagers

LEGASPI, Philippines, Dec 31, 2009 (AFP) -

Nearly 50,000 Philippine villagers are likely to spend the first few months of 2010 in evacuation centres amid concerns the Mayon volcano will erupt, officials said Thursday.

Chief government volcanologist Renato Solidum warned that although Mayon appeared to be in a lull after two weeks of spectacular lava flows and ash sprays, technical instruments showed a major eruption could occur any time.

EXECUTIVE SUMMARY

The Omnibus Appropriations Act of 2009, signed by President Obama on March 11, 2009, provided $75 million in agriculture funds targeted to food security. These funds provide essential continuity to programs begun in 2008 and allow new investments to build a foundation for the launch in 2010 of a broader long-term strategy to sustainably reduce hunger and malnutrition.

A larger food security strategy is currently being developed under the leadership of the Department of State. This will be global in scope and will incorporate significant input from USAID.

MANILA, Dec. 30 - The Social Integration Program (SIP) has proven to be the most effective counter-insurgency weapon without guns and bullets, attracting 2,506 New People's Army (NPA) rebels to surrender in 2009 to avail of the government's livelihood scheme.

Philippines: Lack of funding worsens plight of homeless typhoon survivors

In Calamba City, in the Philippines' Laguna province, 300 families are still living on school grounds that were converted into an evacuation centre during typhoon Ketsana. WFP Teams In The Philippines Preparing For Possible Eruption Of Mt Mayon Volcano

Two months ago, two Russian built Mi-17 helicopters were rolled out of the belly of an IL-76 transport aircraft at Manila's international airport. The had been flown to help ferry food, relief items and personnel to areas hit by Tropical Storm Ketsana and Typhoon Parma only days earlier. The helicopters were quickly put into service and remained in service in support of humanitarian operations until recently.

For the past 24 hours, one ash explosion occurred at Mayon Volcano (13.2576 N, 123.6856 E). The explosion produced a dirty white ash column that rose to about 100 meters above the summit and drifted to the northwest. Lava continued to flow down along the Bonga-Buyuan, Miisi and Lidong gullies. The lava front has now reached about 5.9 kilometers from the summit along the Bonga-Buyuan gully.

Mayon Volcano's seismic network recorded 16 volcanic earthquakes. A total of 150 rock fall events related to the detachment of lava fragments at the volcano's upper slopes was also detected
