Lesson Learned: Tropical Storm Sendong (WASHI) - WASH Cluster Philippines 2012

This document is the outcome of a technical review by the Water, Sanitation and Hygiene Cluster (WASH Cluster) to draw out lessons learned from Tropical Storm Sendong (international name Washi) emergency response in the Philippines from December 2011 to June 2012. More than 200,000 individuals were displaced and approximately PhP1.34 billion (about US$32.6 million)1 in damages were estimated in Cagayan de Oro (CDO) and Iligan cities alone, as a result of the devastation brought about by Sendong which touched ground on midnight of 16 December 2012.

Community-driven Disaster Risk Management and Reduction in the Philippines

Urbanisation in the developing world, mostly driven through the spread of informal settlements, is occurring at a rapid pace, and this growth has direct implications upon strategies that seek to address adaptation to climate change. This brief explores the work of the Homeless People’s Federation Philippines, Incorporated (HPFPI) in their campaign to provide post-disaster assistance and reduce disaster risk in relation to their wider goal of improving the living conditions of the urban poor in the Philippines.

Learning lessons: intense climate-related natural disasters in Asia and the Pacific

The frequency of intense floods and storms is increasing globally and in Asia and the Pacific amid the specter of climate change, pointing to the need for better mitigation and adaptation to natural disasters.

The rainfall and temperatures associated with these events are becoming more variable and extreme, while the evidence suggests that coastal regions in South, Southeast, and East Asia are at greater risk.

Vouchers for flood relief in Cotobato city and Sultan Kudarat, ARMM

In response to a rapid-onset emergency, Action Against Hunger / ACF International, with funding from AECID, implemented a cash transfer program in Cotobato City, situated in the Autonomous Region of Muslim Mindanao in the Philippines. The project established a cash voucher program through local supermarkets to provide flood-affected people with essential food and non-food items. The program also piloted the use of debit cards for the first time in the Philippines.

Unconditional Cash Grants for Relief and Recovery in Rizal and Laguna (Post-Typhoon Ketsana)

In response to rapid onset flooding in Laguna and Rizal provinces in the Philippines, Oxfam International implemented a Cash Transfer Programme (CTP) in three phases: 1) Unconditional cash transfers for individuals to provide for basic needs; 2) Conditional cash transfers for individuals resuming income generating activities (IGAs); and 3) Cash transfers for groups to pursue joint activities that contribute to community livelihoods.

This case study documents the intervention, with a focus on recommending best practices and highlighting lessons learned.

Five-year evaluation of the Central Emergency Response Fund

Channel Research, an independent development consulting and evaluation firm. The evaluation provides an independent assessment of the CERF over the period from 2006 until 2010. It highlights the CERF’s strengths and weaknesses and provides recommendations at the policy and operational levels to improve its effectiveness. The evaluation was carried out by a team of twelve consultants over an eight-month period. Data was collected through 16 case studies, based on visits to six countries where the CERF is used and a desk-based review of CERF operations in ten other countries.

Understanding Electoral Violence in Asia

Bangkok — Countries in Asia are still at risk of electoral violence which can be driven by real and perceived fraud, corruption, or patronage, according to a new study by the United Nations Development Programme (UNDP).

“The mere suspicion or allegation of fraud is often enough, in democracies where there is a lack of confidence in authorities, for people to react violently,” says the study, a 20-page investigation of electoral processes in seven countries of South and South East Asia.

External Evaluation Report: Post-Typhoon Ketsana Response and Recovery Interventions funded by the Disaster Emergency Committee in Vietnam and the Philippines

This report was prepared by consultants contracted to Save the Children (SC) in Vietnam to conduct an external evaluation of SC's post-typhoon Ketsana Emergency Response and Recovery Programmes in Vietnam and the Philippines. The evaluation is a requirement from the Disaster Emergencies Committee (DEC) - the donor - and the report is based on findings from site visits (including meetings, interviews and focus group discussions (FGD) with key project beneficiaries, partners and stakeholders) to the project areas conducted in November and December 2010.

Plan entered the 2010 financial year with cautious optimism, having weathered the worst of the financial crisis. I am very happy to report that the measures we have since put in place, and the continuing efforts and commitment of our fundraising teams, programme advisors and highly dedicated staff, have all contributed to a 14 per cent rise in income to over €534 million.
