Typhoon Bopha, locally known as Pablo, hit the east coast of Mindanao in the south of the Philippines in the early hours of December 4. It was the 16th and most powerful typhoon in the Philippines and the deadliest in the world in 2012. According to the National Disaster Risk Reduction and Management Council (NDRRMC), it affected 6.2 million people and left 1,067 people dead, more than 800 people missing, and close to a million people displaced. More than 216,000 houses were damaged, and key public infrastructure and vast tracts of agricultural land decimated.

Hundreds of international aid organisations and their counterparts in the affected countries have come together to share and analyse information on humanitarian needs, to establish unified strategic response plans, and to organize their implementation to deliver aid as effectively as possible to those most in need

This revised emergency appeal adjusts the appeal budget from CHF 4,114,366 to CHF 2,941,756 with operational changes based on detailed situation analysis. The operation’s timeframe is extended until 30 November 2012. A final report will be made available by 28 February 2013, three months after completion of the operation.

The Philippines (Mindanao) Humanitarian Action Plan for 2012 was launched just days before the most devastating natural disaster of Mindanao in 2011. In the six months that followed (December 2011 to May 2012), the Humanitarian Country Team has focused on supporting the Government in responding to the devastation caused by Tropical Storm Washi (locally known as Sendong).

This Preliminary Emergency Appeal seeks CHF 922,700 in cash, kind, or services to support the Philippine Red Cross to assist 15,000 families (some 75,000 persons) for 5 months. The operation will be completed by 31 December 2012 and a final report will be made available by 31 March 2013 (three months after the end of operation).

CHF 180,837 has been advanced from the Disaster Relief Emergency Fund (DREF) to initiate distributions and to support detailed assessments.
