Maximizing the Value of “Cash for Work”: Lessons from a Niger land recuperation project, CRS EARLI

This report describes the 20 best practices distilled from a recent Real Time Evaluation of EARLI, a cash for work program implemented by CRS in Niger. EARLI is a USAID/OFDA-funded food security and land recuperation project in which vulnerable households in Tillabéry and Ouallam are paid to dig half-moons that reduce erosion, regenerate natural vegetation and recuperate degraded land. The project is a response to the complex emergency in the Sahel that was triggered by shortages in the 2011 harvest, but caused by a much longer-term cycle of perpetual crises and shocks.

A summary of the study protocol for a cash transfer intervention study in Niger

Background

A review of emergency Supplementary Feeding Programmes (SFPs) was undertaken in 2005/2006, which concluded that such programmes which are targeted to already Moderately Acutely Malnourished (MAM) children may be ineffective in treating and preventing this MAM in certain contexts . One recommendation was to study alternatives to targeted SFPs, such as an ‘extended’ General Food Distribution rations, ‘blanket’ SFPs (SFPs not targeted to MAM children, instead given to all children of a certain age group) with different fortified nutrition supplements, and cash transfers.
