Since 2015, the Emergency Relief Coordinator has released more than US$58 million from the Central Emergency Response Fund (CERF) for life-saving assistance in response to Boko Haram-related violence. Some $27.2 million was allocated in March 2015 to assist more than 1.6 million internally displaced people, refugees, returnees and host communities from Cameroon, Chad, Niger and Nigeria; and an additional $31 million was provided in late 2015 and early 2016 for live-saving humanitarian response for more than 700,000 affected people in the Lake Chad Basin region.

Currently, the humanitarian response plans and appeals for 2016 are seeking over $19.8 billion to meet the needs of 89.4 million people across 37 countries. The figures may increase in the course of 2016. As of 29 January, $50 million has been received for the appeals.

In January 2015, the UN-coordinated inter-agency appeals required $16.4 billion to meet the needs of 57.5 million people across 22 countries.

The year ended with requirements at $19.9 billion, an increase of $3.5 billion, to meet the needs of 82 million people in 38 countries.

The region is one of the world’s climate change hotspots. Increasingly unpredictable weather patterns, more frequent droughts and floods and land degradation threaten the livelihoods of a population in which the majority relies on agriculture for survival.

Niger is facing major humanitarian challenges exacerbated by the consequences of the conflicts in Mali, Nigeria and Libya. More than 2 million people have no access to adequate food and will need emergency food assistance in 2016. The government and the humanitarian community continue to provide assistance to alleviate the suffering of the vulnerable people in the various sectors of intervention, despite the operational constraints due to insecurity and insufficient resources.

Several other incursions occured in the Diffa region during the period February 2015 to January 2016. As a consequence, thousands of people displaced, with humanitarian needs that are barely met due to limited access by humanitarian organizations.

Instability in north eastern Nigeria resulted in the displacement of about 320,0001 people from Nigeria and within Diffa region, according to the regional authorities. In the region, 1 person out of 2 is displaced. The majority of the displaced people left their places by abandoning their livelihoods, finding themselves in vulnerable situations. The presence of IDPs increases the vulnerability of host communities, who already face challenges such as food insecurity, malnutrition and limited access to basic social services.

Since the declaration of the state of emergency in the northern states of Nigeria (Adamawa, Borno and Yobe) in May 2013, Niger has been facing unprecedented humanitarian challenges, especially in the Diffa region, receiving thousands of Nigerian refugees, returned Nigeriens and nationals of neighbouring countries.
