JOHANNESBURG, 31 December (IRIN) - As a result of falling antiretroviral (ARV) prices, new sources of international funding and growing political commitment, providing treatment for Africa's HIV-positive citizens is, for the first time, an achievable goal.

In sub-Saharan 3.8 million people need treatment now, but as of June 2004, only 150,000 were on ARVs - less than four percent of that total. The remaining 96 percent - those parents, workers,

Malawi: Army worms invade farmers' fields

LILONGWE, 30 December (IRIN) - Army worms have invaded farmers' fields in Malawi's northern agricultural district of Karonga, raising local concerns over the impact on food security in the coming year.

"I am only hoping that government will do something before our crops are destroyed," Eric Kalinga told IRIN last week, when the pests first appeared in his farm.

Southern Africa: Rising child deaths illustrate region's health crisis

JOHANNESBURG, 29 December (IRIN) - When Dr Keith Bolton treated children in the 1990s, the death of a patient was still relatively infrequent. As head of child health at South Africa's Coronation Hospital in Johannesburg, Bolton saw an average of one child die each week.

Now, Bolton and his colleagues see one child die every day.

"In the past, death was an uncommon event in children, especially after the newborn period," said Bolton. "Now we've seen a complete reversal of the gains we made in the 1960s, '70s and '80s."

Southern Africa: Region must prepare for recurring drought, report

MBABANE, 28 Dec 2004 (IRIN) - Southern Africa should prepare itself for recurring drought, likely to strike at least twice every decade, says a new report.

The report, 'Anticipating and Responding to Drought and Emergencies in Southern Africa', was prepared for the New Partnership for Africa's Development (NEPAD) and noted that the region could experience a recurrence of the devastating drought of 2002/03, which resulted in a food deficit of 3.3 million mt.

Malawi: Fertiliser shortage sparks harvest concerns

LILONGWE, 28 Dec 2004 (IRIN) - A shortage of fertiliser and the government's failure to complete distribution of free "starter packs" to poor farmers could jeopardise next year's harvest, the chairman of Malawi's parliamentary committee on agriculture warned last week.

Committee chairman Vitus Dzoole said at a meeting reviewing food security policy that unless the government found a way to provide "cheaper fertiliser to energetic farmers"

Malawi: Community NGO breaks silence around HIV/AIDS

LILONGWE, 27 December (PLUSNEWS) - In a small village in Kaswela in Karonga district in the northern region of Malawi, 35-year-old Lucy Banda has been critically ill for a year, and her neighbours suspect she is HIV-positive.

Despite numerous visits to the hospital, Banda shows no signs of improvement and spends most of her time lying on her mat, unable to talk or eat properly.

With two children to raise alone after her husband's death, Lucy's neighbours are concerned about what will happen

Southern African Humanitarian Crisis update 23 Dec 2004

HIGHLIGHTS

● UNICEF’s “The State of the World’s Children 2005”, shows that more than half the world's children, over 1 Billion, are suffering extreme deprivations. Almost all indicators show that children in sub-Saharan Africa are in most dire need. HIV/AIDS is playing a large role in their scarcities.

Malawi: EU funding to extend water and sanitation services

LILONGWE, 23 December (IRIN) - Malawi is to benefit from a US $336.2 million allocation to finance water projects under the African, Caribbean and Pacific countries-European Union (ACP-EU) Water Facility.

Proposals have been invited for projects related to the improvement of water management and governance, water and sanitation infrastructure, and civil society initiatives for smaller-scale operations in urban and rural areas.

Southern African Humanitarian Crisis update 23 Dec 2004


RIACSO provides support to national efforts in addressing the southern African triple threat of food insecurity, weakened capacity for governance and HIV/AIDS and ensures cohesion and complementarity of the effort at a regional level. In addition, RIACSO supports the UN Secretary General’s Special Envoy for Humanitarian Needs in Southern Africa, Mr. James Morris, in his mandate to raise awareness of the situation, its underlying causes and to provide recommendations on how to strengthen the response and mobilise donor support.

Malawi: Lightning strikes trip power, cause political crisis

LILONGWE, 22 Dec 2004 (IRIN) - Divisions within Malawi's ruling party have been brought to a head by a countrywide power failure.

The ruling United Democratic Front (UDF), which has been divided over President Bingu wa Mutharika's style of leadership, is demanding the resignation of Minister of Mines, Natural Resources and Environment, Davies Katsonga.

EC and FAO extend food security programme

Some 20 countries to benefit from new agreement

21 December 2004, Rome - The European Commission and FAO have agreed to a new partnership to improve the ability of decision makers to target food insecure and vulnerable people and to take effective action to reduce hunger, the two organizations announced today.

The three-year, 15 million euro programme initiated by the agreement covers 20 countries across the world and aims to identify and analyze food security needs and recommend ways to reduce hunger based on the findings, the two Organizations announced today.

Africa: Food aid through the World Food Programme (WFP)

1. The Government of Japan has decided on the extension of food aid totaling 900 million yen through the World Food Programme (WFP). Notes to this effect were exchanged on December 17 (Fri) (Japan time) in Rome between Ms. Nobuko Matsubara, Japanese Ambassador to Italy, and Mr. James T. Morris, Executive Director of WFP.
