1. EXECUTIVE SUMMARY

Mongolia has one of the coldest climates in the world, with temperatures dropping below -20=BAC for several months each year. The 2009-10 winter, which has been extremely harsh even by Mongolian standards, has resulted in increased maternal and child mortality, and an unprecedented loss of livestock and the collapse of thousands of people's livelihoods and many basic services. This Emergency Appeal seeks CHF 1,062,295 (USD 991,697 or EUR 744,243) in cash, kind, or services to support the Mongolian Red Cross Society (MRCS) to assist 13,600 beneficiaries for six months and will be completed by the end of September 2010; a final report will be made available by 31 December 2010, three months after the end of the operation.

CHF 100,000 (USD 93,924 or EUR 70,006) was allocated from the Federation's Disaster Relief Emergency Fund (DREF) to support this operation. Unearmarked funds to replenish DREF are encouraged.

Executive summary

Mongolia is climatically and geographically one of the most disaster-prone areas in the world. It experiences a spectrum of disasters ranging from heavy snowfalls in winter, strong winds and dust storms, drought, earthquakes, and animal and human epidemic infectious diseases. The three largest cities in Mongolia are located in magnitude 7 to 8 seismic active areas.

The International Federation 's collective mission 'to improve the lives of vulnerable people by mobilising the power of humanity ' is an ambitious goal, but one rarely more needed than now. The tragic events over the latter months of 2001 have shown how much the world requires a global, neutral, unified and able humanitarian organisation such as the Red Cross and Red Crescent. Fear and uncertainty grip our world, as they have not done for many decades. Labels of nationality, ethnicity and religion appear to be becoming more important in the minds of many.
