Montenegro becomes newest State Party to the Mine Ban Treaty

On 23 October 2006, Montenegro deposited its instrument of succession to the Mine Ban Treaty, thus becoming the 152nd State Party to the treaty.

After the split of Serbia-Montenegro, a State Party since 2003, Serbia automatically remained as a State Party and the ICBL wrote to the Montenegro Minister of Foreign Affairs urging him to clarify his country's status regarding the MBT.

Draft solution for Kosovo-Metohija bound to fail if not based on UN Charter

Belgrade, Nov 1, 2006 - Serbian Prime Minister Vojislav Kostunica said today that the draft solution for Kosovo-Metohija by Marti Ahtisaari is bound to fail if it is not in accordance with the Charter of the United Nations and if it violates the territorial integrity of Serbia.

Kostunica pointed to the fact that the Serbian government has not received the document prepared by Ahtisaari regarding the solution for the future status of Kosovo-Metohija, neither has the government had an opportunity to talk with Ahtisaari on the matter.

Albania dismisses Serbia's claim on Kosovo in new constitution

TIRANA, Oct 31, 2006 (Xinhua via COMTEX) -- Albania on Tuesday dismissed a provision of Serbia's new constitution which reaffirms the former Yugoslav republic's sovereignty over Kosovo.

In a statement, the Albanian foreign ministry said Serbia put the new constitution to a referendum at a time when the international community is consulting on the final status of Kosovo.

Such a move taken by Belgrade is "unilateral and unconducive to the solution of the issue (of Kosovo)," the statement said, adding that Tirana could not accept the provision.

Bosnian Serbs hail new constitution

SARAJEVO, Oct 30, 2006 (AFP) - Bosnian Serbs hailed Monday Serbia's adoption of a new constitution in a referendum and said that it would stabilise the political situation in the country.

"I'm glad that the referendum was successful and that thus Serbia solved another difficult issue," Bosnian Serb Prime Minister Milorad Dodik told journalists.

Dodik said he hoped that the new charter would "significantly stabilise the situation within Serbia and create a good framework for more effective authorities."

UN envoy offers Kosovo limited sovereignty: report

PRISTINA, Serbia, Oct 30, 2006 (AFP) - The special UN envoy in talks on Kosovo's future, Martti Ahtisaari, has proposed offering the Serbian province and its ethnic-Albanian majority limited sovereignty, a report said Monday.

Voter turnout in Kosovo-Metohija 82.1%

Kosovska Mitrovica, Oct 30, 2006 - Head of the Coordinating Centre's team to carry out the referendum in Kosovo-Metohija Nenad Popovic said last evening that according to preliminary results 82.1% of the 101,456 total registered voters in Kosovo-Metohija voted at the referendum.

Popovic told a press conference that the turnout was highest in the Prizrenski district - 96.7%, followed by Pecki district with 96.3%, while in Kosovsko-pomoravski district it was 89%, in Kosovski district 80.1%, and in Kosovsko-mitrovacki district 79.6%.

Serbia and Montenegro: 51.5% of citizens vote for Constitution, preliminary results say

Belgrade, Oct 29, 2006 - The Centre for Free Elections and Democracy (CeSID) stated this evening that according to preliminary results, 53.5% of the total number of registered voters voted at the referendum on the new Constitution of Serbia, and 51.6% of citizens voted for its adoption.

According to CeSID's data presented at a press conference, a little more than 82,000 citizens or 81.6% went to the polls in Kosovo-Metohija, in Central Serbia around 1,740,000 or 52%, and in Vojvodina 740,000 or 43.6% of citizens.

Serbs vote for second day on new constitution

October 29, 2006 -- Voter turnout continues to be low on the second day of Serbia's referendum on a new constitution.

Just five hours before the end of voting, total turnout reached only 33 percent. Prime Minister Vojislav Kostunica and independent poll monitors warned that the vote could be invalid if current trends continued.

More than half of Serbia's 6.6. million registered voters need to vote "yes" for the constitution to be approved.
