Serbia and Montenegro: Compliance with obligations and commitments and implementation of the post-accession co-operation programme - Seventh report (Dec 2004 - Feb 2005)

Summary

Democracy and Institution-Building: Despite the improved functioning of the State Union Court, the failure to organise direct elections for the State Union Parliament in February 2005 has further increased the questioning of the future of the State Union. In late February 2005, the President and the Prime Minister of Montenegro circulated a proposal for the dissolution of the State Union and creation of a Union of independent states. In Montenegro, several opposition parties returned to Parliament. In Serbia, no agreement has yet been reached on

According to need? Needs assessment and decision-making in the humanitarian sector

Researched, written and published by the Humanitarian Policy Group at ODI
James Darcy
Charles-Antoine Hofmann
Executive summary

This report considers ways of achieving a more consistent and accurate picture of the scale and nature of the problems people face in humanitarian crises, and how to ensure that decisions about response are properly informed by that understanding. Three main problems underlie it: first, international humanitarian financing is not equitable, and amounts allocated across various contexts do not reflect comparative

The Stabilisation and Association process for South East Europe - Second Annual Report

Executive summary
The Commission's Second Annual Report takes stock of progress since the first report issued in April 2002. It reconfirms the perspective of an even closer relationship with, and ultimately membership of, the European Union and recognises substantial achievements in terms of stabilisation of the region.

The report also reveals shortcomings and slow progress in the reform process in many sectors and in several countries. A theme running through both this report and those of the individual countries is the generally poor record on implementation. The main challenges

Balkans 2010: Report of an independent task force sponsored by the Council on Foreign Relations Center for Preventive Action

EXECUTIVE SUMMARY

For the states of the former Yugoslavia, the last decade was characterized by autocratic governance, armed conflict, and ethnic cleansing. Ever since the fighting ended, the international community and some local leaders have recognized that systemic political, economic, and social reforms are needed to build legitimacy, transparency, and the rule of law. But it hasn't happened yet.

The Center for Preventive Action, a project of the Council on Foreign Relations, designed the "Balkans 2010" Independent Task Force as an endeavor to prevent conflict by promoting

Still buying time: Montenegro, Serbia and the European Union

EXECUTIVE SUMMARY AND RECOMMENDATIONS
On 14 March 2002 the leaders of Serbia, Montenegro and the Federal Republic of Yugoslavia (FRY) signed an agreement in Belgrade to replace FRY with a new "state community": a "union of states" to be called "Serbia and Montenegro".

If the agreement can be implemented, it will establish a loose association in which the two "member-states" enjoy virtually all the prerogatives of independence except those that depend on international personality (e.g. UN membership). The republics

EU crisis response capabilities: An update

PRESS RELEASE
EU Crisis Response - 11 September and the Laeken Summit

Brussels, 29 April 2002: A new briefing paper, EU Crisis Response Capabilities: An Update, finds that the EU has made progress in developing crisis management competence since ICG's initial study ten months ago.* However, its Common Foreign and Security Policy (CFSP) still punches below its weight because member states have not yet mastered the art of speaking with a single voice and given adequate resources to their fledgling European Security and Defence Policy (ESDP).

Ten guidelines for effective media projects

Re-building confidence in the media is a crucial part of post-conflict reconstruction. Loretta Hieber explains why it is vital for international donors to focus on supporting local capacity
With significant donor funds now being made available to rebuild Afghanistan, an independent and responsible Afghan media becomes, for the first time ever in the country, within the realm of the possible. But, the United Nations agencies and NGOs must be careful not to repeat past mistakes as they set about rebuilding the local media

Supporting livelihoods in situations of chronic conflict and political instability

This report by Kate Longley and Karim Hussein
3 April 2002 (HPN) - Kate Longley and Karim Hussein on new work from the ODI on livelihoods and chronic conflict

The idea of a linear progression from saving lives to sustainable livelihoods, often termed the relief-development continuum, has been challenged for its inadequacy in analysing and responding to contemporary humanitarian crises. The continuum approach has proved particularly problematic in situations of chronic conflict and political instability, where violence and under-development have become entrenched

Giving voice to silent emergencies

This report by Anna Jefferys
3 April 2002 (HPN) - Humanitarian agencies have developed mechanisms to gauge a society's vulnerability to conflict and natural disaster. But little attention has been paid to analysing the forces that shape the international humanitarian system's response.

Since 1989, more than four million people have been killed in conflicts, most of them internal, and many of them chronic, localised and long-running. Natural disasters too are costing more lives and causing more damage, particularly in the developing world.

Taking stock and looking forward: Intervention in the Balkans and beyond

SPECIAL REPORT

Briefly...

  • The Balkans are in better shape than at any other time in the last 10 years, and the region is no longer at the top of America's international agenda.

  • But the job there is not yet done.

  • Nothing less than viable states will satisfy U.S. objectives of drawing down NATO and ensuring that the region does not become a haven for terrorists.

  • Europe should increasingly take the lead as its capacities develop; the United States needs to remain engaged and learn how to play a strong supporting role.
