FAST Update Kosovo: Semi-annual risk assessment Nov 2005 to Apr 2006

Risk Assessment:
The level of Country Stability increased from November 2005 to January 2006 and decreased again in February and March this year. Despite the beginning of the status talks in February 2006, generally, there has been a decrease in Conflictive Events since the last FAST Update. However, in April, this tendency changed as there has been a remarkable increase of Conflictive Events again. Although the long-term level of Country Stability has been relatively high, it is fluctuating greatly, often mirroring the number of Conflictive Events, which suggests

Serbia and Montenegro: Compliance with obligations and commitments and implementation of the post-accession co-operation programme - Sixth report (Sep - Nov 2004)

SG/Inf(2004)33 16 December 2004
Document presented by the Secretary General
Sixth report (September -- November 2004)

Summary

The issue of the direct elections to the State Union Parliament, which should take place in February 2005, according to the Constitutional Charter, has provoked an entire questioning of the future of the State Union in particular in Montenegro. In addition, the adoption of the 'twin-track' approach (as regards economic questions) by the European Union in the SAp process has been the pretext for an increase of claims to independence by Montenegro.

Fifth report (May -- August 2004)

Summary

Some concrete results were achieved during the period covered. However, despite good intentions expressed by the authorities, progress remained too slow in a number of areas.

Democracy and Institution-Building: the period covered was marked by the successfully organised presidential elections in Serbia. At the same time, although the constitutional processes in both constituent states of the union merit priority treatment, little

James Darcy
Charles-Antoine Hofmann
Executive summary

This report considers ways of achieving a more consistent and accurate picture of the scale and nature of the problems people face in humanitarian crises, and how to ensure that decisions about response are properly informed by that understanding. Three main problems underlie it: first, international humanitarian financing is not equitable, and amounts allocated across various contexts do not reflect comparative

Property rights in Kosovo 2002-2003

PRISTINA, 20 June 2003 - The OSCE Mission in Kosovo has released a new report reviewing property rights in the province.
The review looks in particular at the current misadministration by government authorities in property matters. Examples include the tampering of property records, the expropriation of land by municipal governments, and illegal construction. As a result of suspected abuse of office, municipal officials in the province have been suspended from their posts.

"These issues have a long history and many causes", said Ambassador Pascal Fieschi, the Head of the

Field Exchange Mar 2003: Infant feeding in emergencies

Summary of research1

The public health importance of infant feeding in emergencies has been highlighted in countries such as Iraq and Bosnia where feeding infants with breastmilk substitute is common practice. Although there are few epidemiological studies on the impact of emergencies on infant feeding, many anecdotal reports of adverse health outcomes exist. The displacement of such populations has created new dilemmas for aid workers on how best to assess and support feeding practice.

FAO/GIEWS Food Outlook No. 1, 2003

Highlights
Global cereal output in 2002 is estimated at 1 838 million tonnes, slightly up from the forecast in December, but still 3.3 percent down from the previous year. However, given the expected expansion in cereal utilization in 2002/03, world cereal stocks for crop years ending in 2003 could plunge to their lowest level since the early 1970s.

Prospects for 2003 cereal production are mixed. Early indications for the 2003 wheat crops point to a likely increase in global output. The first 2003 coarse grain crops are already

Special report: Kosovo decision time - How and when?

Briefly . . .
Although a decision is still several years off, it is more than time to begin thinking about how a decision on Kosovo final status will be made and to start the process.

The unresolved status of Kosovo hurts investment, slows Serb returns, and generates Albanian unrest and distrust of the international community.

Status should be decided by negotiation between Belgrade and Pristina, with strong participation of the United States and European Union, before a crisis forces the issue.

The UNMIK benchmarks should be linked to a decision on final status.

The number of countries facing severe food emergencies worldwide stands at 39. Serious food shortages have emerged in eastern Africa, and the food situation remains critical in southern Africa.

Balkans 2010: Report of an independent task force sponsored by the Council on Foreign Relations Center for Preventive Action

EXECUTIVE SUMMARY

For the states of the former Yugoslavia, the last decade was characterized by autocratic governance, armed conflict, and ethnic cleansing. Ever since the fighting ended, the international community and some local leaders have recognized that systemic political, economic, and social reforms are needed to build legitimacy, transparency, and the rule of law. But it hasn't happened yet.

The Center for Preventive Action, a project of the Council on Foreign Relations, designed the "Balkans 2010" Independent Task Force as an endeavor to prevent conflict by promoting
