Geneva, 25 July 2002

Dear Colleagues,

Although of relatively brief span, the civil emergency that shook the Former Yugoslav Republic of Macedonia in 2001 has left the country with deep scars. This is not only clear when it comes to infrastructure and economy but also with the lack of mutual trust and confidence between the different ethnic groups. One positive outcome of the peace agreement that brought the conflict to an end, is the return of refugees and internally displaced people who left

IFRC Appeal 2002-2003: Strategies and Programmes

Report
IFRC
Power of humanity
The International Federation 's collective mission 'to improve the lives of vulnerable people by mobilising the power of humanity ' is an ambitious goal, but one rarely more needed than now. The tragic events over the latter months of 2001 have shown how much the world requires a global, neutral, unified and able humanitarian organisation such as the Red Cross and Red Crescent. Fear and uncertainty grip our world, as they have not done for many decades. Labels of nationality, ethnicity and religion appear to be becoming more important in the minds of many.

Revision of the 2001Consolidated Inter-Agency Appeal for Southeastern Europe

OVERVIEW AND PURPOSE OF THIS REVISION
The development of conflict in the former Yugoslav Republic of Macedonia and Southern Serbia this spring followed scenarios that had been considered possible when the 2001 Consolidated Appeal (CA) was written, but scenarios it had been hoped could be avoided. The violence in Southern Serbia was more short-lived while that in the former Yugoslav Republic of Macedonia remains one of persistent low-level conflict that could develop into a situation with far-reaching humanitarian implications.

Prolonged fighting between the Macedonian
