Executive summary

Background

On 1 February 2016, the WHO Director-General declared that recent clusters of cases of microcephaly and neurological disorders associated with Zika virus disease constitute a public health emergency of international concern under the International Health Regulations (2005). In light of the current widespread outbreak occurring in Latin America and the Caribbean, the risk for Zika virus importation and spread in the European Region should not be underestimated.

The European Investment Bank (EIB) signed today the first tranche of EUR 62.5 million of a total EUR 250 million loan to the Portuguese Government, to support the Madeira Regional Government to re-establish lost and damaged infrastructure caused by the flooding of February 2010.

This multi-sector framework loan will contribute to repairing and reconstructing the massive damage to the public infrastructure in the Madeira Island, strengthening its resilience to natural disasters and its adaptation to climate change.
