Sri Lanka truce holds on first full day

COLOMBO, Dec 26 (AFP) - Sri Lankan security forces and Tamil Tiger guerrillas were holding their fire in the first 24-hour period of their new bilateral truce, the defence ministry here said Wednesday.

The "cessation of hostilities" went into effect from Christmas Eve and there were no attacks in the embattled northern and eastern regions since then, the ministry said.

"No ceasefire violations have been reported during the last 24-hour period," the ministry said in a one-paragraph statement, which contrasted sharply with the lengthy daily situation reports

Cease-fire to begin in war-torn Sri Lanka

COLOMBO (Reuters) - War-torn Sri Lanka was set to begin its first full cease-fire in nearly seven years at midnight on Monday, fueling renewed hopes that peace talks with Tamil Tiger separatists were around the corner.

The truce by both sides comes after the newly elected government said at the weekend it would match a holiday cease-fire declared by the Liberation Tigers of Tamil Eelam (LTTE), fighting since 1983 for a separate Tamil state in the north and east.

"It will commence from tonight," said military spokesman Brigadier Sanath Karunaratne.

Sri Lanka battles major power crisis

COLOMBO, Dec 20 (AFP) - Sri Lanka's energy ministry Thursday announced the country was in the grip of a severe electricity shortage and appealed for strict conservation measures for six months.

Power and Energy Minister Karu Jayasuriya said the government had decided Wednesday to commission a 300-megawatt coal power plant to reduce dependency on hydro-electricity.

But in the meantime there was a 200-megawatt shortfall to meet the demand for electricity due to a shortage of water in hydro-electricity reservoirs as well as due to breakdowns in thermal plants.

Bujumbura and surrounding areas have been the scene of resumed heavy warfare in recent weeks, as the Burundian army seeks to push the rebel Forces of National Liberation (FNL) out of Tenga. The FNL occupied Tenga forest, 12km north-east of Bujumbura city, on 25 September last year.

Sources reported on 14 December: The advent of Christmas and New Year has not brought good news to Burundi.

Euro 700,000 in humanitarian aid for displaced and resettled people in the Jaffna peninsula, Sri Lanka

The European Commission has allocated euro 700,000 to help 900,000 displaced and resettled people in the Jaffna peninsula of Sri Lanka who are victims of the long-running civil war. The money is channelled through the Humanitarian Aid Office (ECHO) which comes under the responsibility of Commissioner Poul Nielson. The funding will be used to charter a ship providing medical and other essential supplies to a population of 900,000 which is effectively cut off from the rest of the country. COLOMBO - World Vision has received a sum of US $110,000 from the Australian High Commission as a relief fund for distributing and improving the water situation in the villages of Lunugamvehera Thanamalvila and Sevanagala in southern Sri Lanka.

FAO/GIEWS - Foodcrops & Shortages 5/01 - Sri Lanka

A prolonged drought in seven southern districts for three consecutive seasons leading to crop failure has affected 1.6 million people and has caused more than 300 000 farmers to become food insecure. The majority of the victims are landless labourers, small-scale farmers and subsistence farming families. Many subsistence farmers have almost completely lost the Maha (wet) and Yala (dry) 2000 crop and the Yala (2001) crops, according to an FAO Drought Assessment and Project Formulation Mission. In Hambantota district alone, paddy cultivation has dropped from
