The Government of National Accord (GNA) hosted today in Tripoli the first meeting of the Senior Policy Committee (SPC), which brings together high representatives of the Libyan Government, donor countries, the European Union, the United Nations and the World Bank. The SPC serves as a decision-making body on matters related to the coordination of international assistance to Libya.

We are deeply concerned that, after recent fighting in Benghazi, people taken prisoner by members of the Libyan National Army, which effectively controls eastern Libya, may be at imminent risk of torture and even summary execution.
Guinea - It was 02:23 on Friday, 14 July when the special flight chartered by IOM Libya touched down on the tarmac at Conakry-Gbessia International Airport. On board were 136 Guinean migrants, including seven unaccompanied children, three women and one infant.
Switzerland - IOM, the UN Migration Agency, reports that 111,148 migrants and refugees entered Europe by sea in 2017 through 16 July, with almost 85 per cent arriving in Italy and the remainder divided between Greece, Cyprus and Spain. This compares with 241,859 arrivals across the region through 16 July 2016.
As of 14 July, 10,994 migrants have been rescued in Libyan waters and the remains of 348 men, women and children have been discovered along the Libyan shores.
On 3 July, four bodies were retrieved in Tripoli
On 8 July, 65 migrants were rescued off Garabouli. After two days, on 10 July, one male body was retrieved in Al Maya, west of Tripoli.
On 13 July, 123 migrants were rescued off Azzawya. On the same day, 140 migrants, 114 men, 23 women and another three children were rescued off Tripoli
UNHCR, the UN Refugee Agency, is appealing for US$421.2 million to help provide meaningful alternatives to refugees and others undertaking dangerous journeys to Europe.
The number of refugees and migrants arriving in Europe from Africa through Libya is increasing and, with it, the risks they face crossing the Sahara Desert and the Mediterranean Sea. In the first six months of this year, 2,171 refugees and migrants died or went missing in the Central Mediterranean, many others are believed to have died trying to cross into Libya.

The Council adopted conclusions on Libya. The EU warmly welcomes the appointment of Ghassan Salamé as new Special Representative of the UN Secretary General, who will play a central mediation role based on the Libyan Political Agreement.
• Bangladeshi migration to Italy is increasing since the mid-2000s: there are almost 143,000 regular residents (2016)
• 8,131 Bangladeshi migrants arrived by sea in 2016 (4.5% of total arrivals by sea); 7,106 arrived by sea between January and May 2017 (11.8% of the total)
• IOM data show that newly arrived Bangladeshi migrants are prevalently male, single and traveling alone
European right-wing extremists have chartered a boat and set sail for the Mediterranean to help obstruct the flow of refugees. The so-called Identitarians are just the latest player in a complex flotilla of groups.
Pan-European members of the right-wing group known as the Identitarian Movement announced this week that they had chartered a ship and were sailing to the Mediterranean to stem the flow of refugees and migrants.
Between 1 January and 30 June 2017, 83,752 persons arrived in Italy by sea. This is a 19% increase compared to sea arrivals in the same period last year (70,222). In June, 23,524 persons reached Italian shores, compared to 22,371 who arrived in June 2016.

As a result of the high pressure on Italy with regards to the migration flow and the lack of solidarity from other Member States, pointing the finger at NGOs undertaking search and rescue (SAR) operations has become the new trend.
Insights from the Mixed Migration Monitoring Mechanism initiative (4Mi) in Mali and Niger
• The Mixed Migration Monitoring Mechanism initiative (4Mi) collects data on the conditions of mixed migration movements across various regions. It is implemented by the Danish Refugee Council (DRC) and the Regional Mixed Migration Secretariat.
This report is a comprehensive presentation of data on migration patterns across Libya gathered through IOM’s DTM programme for April-May.
Leaked document would tie nongovernmental groups’ hands
(Brussels) – Thousands more refugees and migrants could be at risk of dying at sea if a flawed code of conduct for nongovernmental groups conducting search and rescue in the central Mediterranean is put into practice, Amnesty International and Human Rights Watch said today after reviewing a leaked draft of the document.
