Lebanon's Iraq refugees homesick, scared to return

BEIRUT (Reuters) - There will be no happier day for Ali, an Iraqi refugee in Lebanon, than when he plants his feet on his beloved Iraqi soil after years in exile.

But fear is delaying his homecoming.

The suicide attacks, bombings and shootings that have plagued Iraq since the United States toppled President Saddam Hussein in April have shattered security in the country, and Iraqi refugees in Lebanon doubt the wisdom of returning now.

U.S. grants UNRWA 31 million dollars

Amman (dpa) - The United States on Wednesday granted the cash-strapped U.N. Relief and Works Agency (UNRWA) 31 million dollars while other donor nations offered 7 million dollars to bolster the agency's refugee missions.

The funding was announced at a meeting in Amman attended by 28 donor states and countries hosting nearly 3.5 million Palestinian refugees. UNRWA Commissioner General Peter Hansen said the extra funds were badly needed to sustain UNRWAs overburdened services on the West Bank and Gaza Strip.

Kuwait among five leading donors for Iraqi program

GENEVA, July 9 (KUNA) -- The United Nations High Commissioner for Refugees (UNHCR) announced Wednesday that the top five donors for the Iraqi program are so far USA (USD 18 million), Canada (USD 4.6 million), Germany (USD 3.2 million), Japan (2.8 million), while Kuwait and the Netherlands have each donated USD two million.

Meanwhile, the special representative of the refugee agency in Iraq, Dennis McNamara, announced that High Commissioner Ruud Lubbers would be meeting, next Monday, with representatives of European and regional states, where Iraqis reside and show interest to go home.

UNHCR special envoy cautions on quick return of Iraqi exiles

GENEVA, July 9 (UNHCR) -- UNHCR's top official for Iraq said today that continuing security problems, lack of essential services and the absence of a functioning civil administration in many parts of the country will likely prevent large-scale refugee returns until next year.
Special Envoy Dennis McNamara, who returned Monday from his second visit to Iraq in a month, said the agency was planning to help some refugees clamouring to go back from neighbouring countries, but the situation was still not suitable for any organised mass return.

A second convoy of critical medicines and medical supplies valued at $375,000 arrived in Baghdad in mid-May. The convoy, jointly sponsored by Catholic Relief Services and Caritas, contained basic, but vital medicines such as antibiotics, local anesthesia and emergency heart medication. 400 Iraqi refugees leave Lebanon for Baghdad

Beirut (dpa) - Some 400 Iraqi refugees, most of whom fled their country because they opposed the regime of former Iraqi President Saddam Hussein, left Beirut Wednesday to return to Baghdad.

The refugees included 160 Iraqis who were imprisoned in the Roumieh central prison for entering Lebanon illegally, Lebanese security sources said.

A convoy of 11 buses carrying men, women and children left Lebanon for the Syrian border and will head from there to Iraq.

Catholic Relief Services' staff and Caritas aid workers safely arrived in Baghdad Sunday, May 4 with two truckloads of medicines and medical equipment. The $336,000 convoy is partially sponsored by CRS and will be distributed to Caritas centers throughout Iraq. Caritas operates 14 centers throughout the country and outreach centers in about 40 schools and churches. A supply of supplemental food for 10,000 malnourished children will be delivered at a later date, as food needs are expected to grow in the upcoming weeks.

INTRODUCTION
During the period leading up to the recent military intervention in Iraq, UNHCR undertook a review of the various humanitarian scenarios which could result from such intervention. Contingency plans and preparedness measures focused on providing protection and relief to a potential refugee outflow. WFP SET TO OPEN TWO NEW HUMANITARIAN CORRIDORS INTO IRAQ
With food convoys on the road in Jordan and Iran, WFP is set to open two new humanitarian corridors into Iraq.

Some 50 trucks left Amman for Baghdad this morning with over 1,400 metric tons of wheat flour on board - the first humanitarian delivery to the Iraqi capital since the start of the crisis.
