High rainfall in September caused severe flooding in September/ October in 18 (of 24) provinces, affecting a significant proportion of the population. Although 11% of rice paddies were destroyed by the floods, the main wet season rice production in 2011 increased from 2010. Rice prices were volatile due to the floods, but are close to normal levels following the main wet season harvest. Increasing diarrhea and dysentery levels should be closely monitored

Asia: Natural disasters becoming costlier than ever

BANGKOK, 30 December 2011 (IRIN) - Natural disasters in Asia in 2011 could well prove to be the costliest ever, experts say.

"Never before has this world suffered so much economic loss due to natural disaster, most of which has been in Asia and the Pacific," Sanjay Srivastava, UN regional adviser for disaster risk reduction, told IRIN in Bangkok.

Of the global US$270 billion of economic losses to natural disasters in 2011, 90 percent was in Asia, he said.

Beyond the emergency

The current floods in Cambodia, which have affected more than 50,000 families and destroyed 20,000 hectares of crops, or even tropical storm 12-E in Nicaragua, which has caused floods, landslides, considerable destruction of housing, social and economic infrastructure and massive population displacements, are two recent examples of little known humanitarian emergencies. Such crises have not mobilized much, but ACTED still intends to deliver a response.

We Are Continuing Our Relief Activities to Support Those Affected by the Floods

REACHING OUT TO THE VICTIMS WHOSE FARMLANDS HAVE BEEN STRUCK HARD

AAR JAPAN has been continuing its emergency relief activities in response to the flooding in Cambodia. Specifically targeting those who had not received assistance yet from anywhere else, we distributed food items and daily necessities to 401 families and 400 families on December 15th and 22nd respectively in the province of Siem Reap, where the damages caused by the floods have been serious. After our 9th distribution activity, we have now delivered relief supplies to a total of 1,851 families.

BANGKOK (AlertNet) – Unusually heavy rains unleashed devastating floods in Thailand, Cambodia and Vietnam this year, disrupting the lives of some 15 million people and killing around 1,000. Damage to property and infrastructure runs to billions of dollars.

Yet none of the countries asked for international assistance, which would have resulted in a U.N.-led relief effort. Instead, the governments repeatedly said they didn’t need it.

A Safety Net In The Face Of Hunger

WFP Cambodia’s Food for Assets (FFA) programme helps poor, food-insecure households to cope with potential disaster by providing off-season labour opportunities to develop or rehabilitate community assets, in return for much-needed food. WFP’s Polly Egerton visited one such project recently.

Balang is an impoverished commune with poor soils and erratic weather, resulting in low agricultural productivity and recurring periods of food insecurity, especially during the August to November ‘lean season’.

Mekong Leaders Agree on Wide-Ranging Development Plan for Next Decade

MANILA, PHILIPPINES – At the conclusion of the 4th Greater Mekong Subregion (GMS) Summit today, leaders of the six nations that share the Mekong River agreed on a new 10-year plan to boost growth, development and poverty reduction across the GMS.

In a joint declaration issued at the conclusion of the Summit, GMS leaders endorsed a strategic framework for 2012 to 2022 that calls for a range of new measures to strengthen regional cooperation, including more effective resource utilization and more careful balancing of development with environmental concerns.

Thailand, Cambodia agree on troop withdrawal

PHNOM PENH — Thailand and Cambodia said they agreed Wednesday to redeploy troops "completely and simultaneously" from a shared border area that has been the scene of deadly clashes.

The neighbours' defence ministers and army chiefs agreed to redeploy troops away from the disputed area near an ancient temple, where bloody spats have broken out twice this year, killing 28 people.

Asia Pacific Food Situation Update - December 2011

FAO Food Price Index down slightly in November

Global food prices were generally stable in November, as the FAO Food Price Index fell by just one point from October to 215 points.
The index has fallen 23 points since its peak for the year in February, translating to a 10 percent drop in food prices. The decline put food prices at just 1 percent above their level of one year ago in November 2010.

Relief and Early Recovery Food Assistance to Flood-affected Households in Cambodia

Executive Summary

Severe flooding of the Mekong and Tonle Sap river basins and flash floods have affected 18 out of 24 provinces of Cambodia in the worst floods since 2000.

The National Committee for Disaster Management of the Royal Government of Cambodia estimates that more than 331,000 households (1.5 million people) have been affected and that 46,500 households have been displaced. The floods have damaged 3,800 km of roads, 1,200 schools, and 110 health centres. The impact on agriculture is also of great concern as 9 percent of rice-planted areas are damaged. 1
