1. Introduction

Cambodia is located in Southeast Asia and shares land borders with Thailand and Lao PDR to the West and North, and Vietnam to the East. The country has a total land mass of 176,515 square kilometres, and is mountainous at its Western, Northern and Eastern borders. The Tonle Sap Basin lies in the central part of the country, which is comprised of 23 provinces, 1,621 communes or sangkats, and 14,073 villages. Cambodia's current population is approximately 14 million.

This inevitably involves land rights issues, even if the intent is to avoid them.

CAMBODIA: Rights groups protest at order to close UN refugee site

PHNOM PENH, 17 December 2010 (IRIN) - The Cambodian government has ordered the closure of a UN site holding dozens of Montagnard refugees from Vietnam, in a move that rights groups say is politically motivated and potentially dangerous for those whose status has yet to be determined.

he facility houses 76 refugees and asylum-seekers from Vietnam who are members of that country's highland ethnic minorities. Rights groups claim the Montagnards face ethnic and religious persecution by the Vietnamese government.

GLOBAL: Mine clearance gathering momentum

JOHANNESBURG, 26 November 2010 (IRIN) - Demining operations in 2009 cleared the largest area of land in a single year since the landmark 1999 Mine Ban Treaty (MBT) was implemented, and the lowest annual casualty rate was also recorded, said the 2010 Landmine Monitor report released on 24 November.

BANGKOK, 19 November 2010 (IRIN) - Entrepreneur turned toilet crusader Jack Sim from Singapore wants to turn the toilet into the new gold standard of status in Asia, which would signify "making it" - as mobile phones have for years and as 24-karat gold did before that.

But for this to happen, aid groups, which have long promoted the health and hygiene benefits of safe toilets for the world's estimated 2.6 billion people who do not have a toilet, need to step aside and let the market take over, said Sim.

WHO CALLS TO STRENGHTEN MONITORING OF ANTIMALARIAL DRUG EFFICACY

National monitoring essential step in preventing the emergence of malaria drug resistance

GENEVA -- The World Health Organization (WHO) is calling on countries to be increasingly vigilant in monitoring antimalarial drug efficacy in order to allow for early detection of artemisinin resistance. This is one among several conclusions of the "Global report on antimalarial drug efficacy and drug resistance: 2000-2010", released today. The report is based on 1100 studies conducted by national malaria control programs and research institutes over the ten-year period.

ADB, Research Agencies Target Food Security, Nutrition Gains in Asia

MANILA, PHILIPPINES - The Asian Development Bank (ADB), along with its research partners and developing member countries, are to explore new ways of strengthening food security and improving nutrition in a region where 65% of the world's undernourished people live.

The ADB Board of Directors today approved a regional technical assistance grant of $4 million for the Strategic Research for Sustainable Food and Nutrition Security in Asia. It will examine how countries can tackle rice yield gaps, water use problems, fragmented food supply chains and underinvestment in agricultural research.

UK: Mitchell announces new mine clearance plans

The UK Government will overhaul its support for mine clearance programmes in order to focus on high impact zones.

On a visit to Sudan, Andrew Mitchell, the International Development Secretary, today announced UK funding for mine clearance programmes which will be used in a more responsive and flexible way, considering factors such as:

The number of lives that will be saved;

The number of mines in the area - known as mine contamination;
