The European Commission has approved humanitarian aid worth euro 1.2 million for victims of flooding in Vietnam, Cambodia and Tibet (China). The aid will be managed by the European Commission Humanitarian Office (ECHO) and will enable humanitarian organisations to carry out urgent projects for the next three to six months. At the tail end of the monsoon season, when rains normally begin receding, cyclones, storms and floods have devastated several parts of Asia, killing thousands of people, making hundreds of thousands homeless and seriously threatening food supplies. Situation

1. The Government of Cambodia reports that continued torrential rains during October and early November caused flash floods and affected five southern provinces: Takeo, Kandal, Kampong Speu, Phnom Penh Municipality and Pursat. The report indicates that the floods affected 21,334 families and around 9,900 ha of rice field. IFRC's situation report dated 9 November stated that 3,561 houses are damaged/destroyed. So far, there has been no report of casualties.

Cambodia mobilises army as tens of thousands hit by floods

PHNOM PENH, Nov 6 (AFP) - Cambodian Premier Hun Sen on Saturday ordered the country's armed forces to mobilise to help tens of thousands left homeless after several days of heavy flooding.

Meanwhile aid workers said tens of thousands of people remained without shelter, food or safe drinking water throughout the south of the country, even though waters were beginning to recede after a let-up in nearly a week of torrential rain.

"I appeal for the police and military forces to mobilise and urgently help the flood victims," Hun Sen said

Serious flooding caused by the heaviest monsoon rains in south-east Asia in three decades is threatening the livelihood of more than 520,000 people living in Cambodia's coastal districts.
More than 7,000 families have already lost their homes in the districts of Kampot, Kompong Bay, Dong Tong, Kompong Trach and Chhouk, and seven people have died in the floods. Hundreds of livestock and over 10,000 hectares of farmland have been destroyed. Many villages remain cut off by flood waters and shortages have pushed prices of essential food and fuel up by 300 per cent.

Sudan Council of Churches informs ACT that heavy rain has been falling since 1 August 1999 causing the relocation of internally displaced persons (IDP) camps in Wad El-Bashir and El-Salama. Buildings have collapsed and the numbers of homeless have consequently increased. The rain continues in many parts of Khartoum causing ever more suffering and homelessness.

Continuous monsoon rains since late July 1999, which meteorologists say are the heaviest in three decades, caused floods that seriously affected the Philippines, Vietnam, Cambodia and Thailand. Additionally, DPR Korea, China, and the Republic of Korea have experienced extensive flooding (see separate Federation Information Bulletins issued on each of these countries). While floods have eased in recent days, weather forecasters warn of further rain, and authorities in Vietnam report that water levels in the Mekong continue to rise.

General Situation

1. The Office of the United Nations Resident Coordinator in Phnom Penh reports that the flash floods, triggered by torrential rains during the first week of August, caused significant damage in the provinces of Sihanoukville, Koh Kong and Kam Pot. As of 10 August, four people were killed, some 8,000 people were left homeless, and 200 meters of railroads were washed away. More than 12,000 hectares of rice paddies were flooded in Kam Pot province alone.

Flood alarm in Sudan
Severe flooding in Sudan, caused by unusually heavy and early rains, has left at least 22 people dead, destroyed or damaged more than 10,000 homes and left 50,000 people in urgent need of assistance.
