The inaugural Annual Review of Aid Effectiveness was released today by Foreign Minister Bob Carr. This new and important document is part of a suite of reforms flowing from the 2011 Independent Review of Aid Effectiveness. Its purpose is to inform Cabinet discussion of the four-year budget strategy outlined in the Comprehensive Aid Policy Framework and report on the aid program’s performance against the Framework.

Mapping progress: evidence for a new development outlook

The past two decades have delivered unprecedented progress and improvements in quality of life across the developing world. Poverty has fallen in most developing countries, and the number of low-income countries fell from 60 in 2003 to just 39 in 2009. Countries such as India and (particularly) China have managed to lift very large numbers of people out of extreme poverty. Progress has not been restricted to increases in income; many developing countries have also dramatically improved their access to vital services, such as education and health.

Cambodia: Emergency Flood Rehabilitation Project - Completion Report

I. PROJECT DESCRIPTION
1. The 2000 floods caused unprecedented damage due to the extent and duration of inundation that covered more than 50% of Cambodia. The Mekong River exceeded the established emergency level during 2 - 26 September 2000 and reached a peak of 0.6 m above emergency levels around 17 September 2000. This incident, combined with the residual impact from the 1996 floods, seriously damaged infrastructure and caused extensive human suffering (186 deaths) due to displacement, food shortage, interruption to economic livelihoods, and disease outbreaks. Swiss Re's latest sigma study reports man-made and natural catastrophes claimed more than 33 000 lives worldwide in 2001. At USD 34.4 billion, the burden on property insurance due to catastrophe losses was extremely high - with an estimated USD 19 billion incurred by property and business interruption losses arising from the 11 September event. Furthermore, the insurance industry is having to cover liability and life insurance losses related to the attack which are estimated between USD 16.5 and 39 billion.
