Disaster Risk Reduction – Latin America and the Caribbean Fact Sheet #1, Fiscal Year (FY) 2012

OVERVIEW

Countries in Latin America and the Caribbean (LAC) experience a multitude of natural hazards, including earthquakes, hurricanes, floods, tsunamis, landslides, volcanoes, forest fires, and drought. El Niño, a climate pattern that occurs on average once every three to seven years, periodically exacerbates the impacts of hydrometeorological events. Environmental degradation and poor land-use management also increase populations’ vulnerability to natural hazards.

CCRIF Semiannual Report 1 June – 30 November 2012

INTRODUCTION

This report, for the period 1 June – 30 November 2012, is the first semiannual report, covering the first six months in the 2012/2013 fiscal and policy year for CCRIF. It is designed to provide an update on progress during this period towards achievement of CCRIF’s Strategic Objectives (see Figure 1) as defined in the CCRIF Strategic Plan 2012/2013 – 2014/2015. Disaster early warning system coming for the disabled

Persons with disabilities in Portmore, St Catherine, are to be a part of a pilot early warning system being implemented by Panos Caribbean, the Office of Disaster Preparedness and Emergency Management (ODPEM) and the Combined Disabilities Association (CDA).

The project is being funded by the Canada Caribbean Disaster Risk Management Fund to the tune of Canadian $75,000.

RFA Argus aids hurricane-hit Jamaican schools

The Royal Fleet Auxiliary (RFA) ship Argus has broken off from drug-busting duties in the Caribbean to deliver disaster relief aid to Jamaica.

The aid delivered will help Jamaicans rebuild and repair more than 70 schools damaged last month by Hurricane Sandy.

Whilst the Jamaican authorities dealt with the immediate aftermath of the storm, which barrelled through the Caribbean and up the Eastern Seaboard of the USA one month ago causing widespread devastation in places, Argus was asked to help with the longer-term repair and rebuilding process.

The Caribbean: Hurricane Sandy Situation Report No. 2 (as of 19 November 2012)

Highlights

  • Hurricane Sandy caused the deaths of at least 68 people and left hundreds of thousands without homes as it passed through the Carribean affecting the Bahamas, Cuba, Dominican Republic, Haiti and Jamaica.

  • A Plan of Action for Cuba was launched on 16 November for $30 million.

  • In Jamaica, severe losses were felt in the agriculture, infraestructure, housing, services, education and health sectors.

  • In the Dominican Republic, the agriculture sector was severely impacted with losses estimated at $30 million.

Summary of impact of Hurricane “Sandy" on CDEMA participating states

THE EVENT

Hurricane Sandy impacted three (3) CDEMA Participating States during the period Tuesday, October 23 to Saturday, October 27, 2012. On Monday, October 22 at 10 a.m. the system was upgraded from Tropical Depression #18 to Tropical Storm Sandy. This was followed by a subsequent upgrade to a Category 1 Hurricane on Wednesday, October 24 at 10 a.m. Rapid strengthening of the weather system resulted in a third upgrade on Thursday, October 25 to a Category 2 Hurricane.

Epidemiological Alert: Dengue, 13 November 2012

In preparation for the start of the season with the highest risk of dengue transmission due to rainy seasons and increased temperatures, the Pan American Health Organization / World Health Organization (PAHO/WHO) recommends Member States (especially those in the southern hemisphere) to implement their integrated preparedness and response mechanisms in order to prevent transmission and prevent dengue caused deaths.

  • Hurricane Sandy is the most devastating hurricane to strike eastern Cuba in the past 50 years, with more than 3 million people affected.

  • In Jamaica, some 4,000 people were directly affected by Hurricane Sandy. The possibility of a dengue fever outbreak is being closely monitored.

Sandy’s strong winds destroy homes and livelihoods in Jamaica

Following the destruction wrought upon the Caribbean by Hurricane Sandy, the Jamaica Red Cross, in collaboration with the Ministry of Labor and Social Security has continued to do door to door evaluations in the three most affected parishes, St. Thomas, St. Mary and Portland.

With more than 18,000 homes affected in the country, it is evident that the process of recovery will also be long and challenging. Beyond the figures, there are numerous individual human stories.
