Afghan returnees top two million mark for 2002

KABUL, Dec 29 (AFP) - More than two million Afghans have returned to their homes in the past year, far outstripping early expectations following the fall of the Taliban regime and the end of 23 years of war, the UN said Sunday.

The United Nations High Commissioner for Refugees (UNHCR) said the number arriving in Afghanistan from abroad passed the 1.8 million mark in December, while a further 250,000 internally displaced people have been resettled.

Report
IRIN
ISLAMABAD, 5 December (IRIN) - The office of the United Nations High Commissioner for Refugees (UNHCR) on Thursday reported that despite the onset of winter, and a clear and predictable drop in numbers returning during the Ramadan fasting month which ends this week, Afghans were still being repatriated from Iran.
"We can expect the pace of voluntary repatriation to slow further until Nowruz, the Iranian new year, which falls in March," a UNHCR spokeswoman, Laura O'Mahony, told IRIN from the Iranian capital, Tehran. "In October, an average of 1,200 people

Iran: Confusion over disruption of Afghan river flow

From RFE/RL Iran Report Volume 5, Number 43
Farmers in Iran's southeastern Sistan va Baluchistan Province depend on water from Afghanistan's extensively used Hirmand (Helmand) River to irrigate their crops, and the division of the waters has been a contentious issue for many years.

In March 1969, for example, Kabul would agree to ensure water flow to Iran only in exchange for credit facilities, improved access to Iranian ports, and development assistance, according to the diaries of Iranian Minister of Court Asadollah Alam ("The Shah

Afghanistan: Feature - Home to face a brave new world

HERAT, Afghanistan (UNHCR) - Mohammad stands outside his textile shop in Herat, western Afghanistan, smiling as he watches his countrymen retrace the steps he once took. Like them, he had sought refuge in Iran - when Herat was bombarded during the Soviet invasion. And like them, he chose to come back to his native city, in 1993.
Today, as he welcomes the new wave of returnees from Iran, he says, "I feel like members of the family are coming home. I can understand their feelings. They feel like they've been released from prison. I had the same feeling in Iran."

Funding crisis in refugee assistance: Impact on refugees

Unmet Needs Put Refugees at Risk
Programs to assist and protect refugees worldwide currently face a financial crisis. Funding by donor nations for international refugee programs has been seriously inadequate during 2002, triggering major assistance cutbacks in refugee camps around the world.

The primary agency mandated to protect and assist refugees worldwide, the UN High Commissioner for Refugees (UNHCR), currently has a funding shortfall of nearly $200 million and expects to end the year some $170 million short of the $1.04 billion needed to address

Iran reopens southeastern border with Afghanistan

TEHRAN, Nov 14 (AFP) - Iran has reopened one of its two main border crossings with Afghanistan after a five-month closure caused by instability on the other side, state news agency IRNA reported Thursday.

"From now on all Iranian and foreign nationals holding valid passports can cross to Afghanistan at the Milak border," provincial political and security official Gholam-Reza Javedan was quoted as saying.

Milak is one of two official border crossings between Iran and Afghanistan, and links Iran's Sistan-Baluchistan province with the unruly Afghan province of Nimroz.

Protests as Afghan water again stops flowing into Iran

TEHRAN, Nov 11 (AFP) - A crucial flow of water from Afghanistan's Helmand river into Iran's drought-ravaged southeast has again been reduced to a trickle, a local official told AFP Monday.

"The flow is now one cubic metre per second, which means the flow may have been blocked," said Hesam Kord, a security and Afghan affairs official in Sistan-Baluchestan province.

The apparent blockage, reported widely in the local press over the past few days, had come despite personal assurances from Afghan President Hamid Karzai.

Kord attributed the water problem to
