Afghan refugees in Iran: The needs of women and children

by Catherine Squire and Negar Gerami
Since at least the 1970s Afghans have been coming to Iran, some in search of work, others to seek protection. The political dominance by the Taliban since 1995 has been a significant factor in the acceleration in the flow of refugees.

Refugees who came in the 1980s were given 'green cards' which entitled them to live and work in Iran, and to benefit from schooling and health care. In the early 1990s the government's policy towards refugees changed in the face of the worsening domestic economic

Taliban asks UN to stop Iran from expelling Afghan refugees: report

ISLAMABAD, Nov 4 (AFP) - The Taliban on Wednesday called on the United Nations to persuade Iran not to expel hundreds of thousands of illegal Afghan refugees, the Afghan Islamic Press (AIP) reported.

"The UN should take immediate notice of Iran's move," the Pakistan-based private information service quoted a Taliban spokesman as saying.

The expulsion will lead to "tragic" results as the Afghan government lacks the necessary resources to rehabiliate the refugees, the spokesman, Wakil Ahmad, told AIP from Kandahar in southern Afghanistan.

Iran ends manoeuvres on Afghan border

TEHRAN, Nov 2 (AFP) - Iran held the final phase of much-publicised military manoeuvres on the Afghan border on Monday and said it would keep troops in the highly sensitive area to combat drug smuggling and "maintain security."

The manoeuvres, which officials said involved an unprecedented 200,000 men from the army, air force and marines, ended at noon on Monday with intensive aerial and artillery bombardments of "mock enemy targets."

Jet fighters, helicopters and tanks, many dating from the former US-equipped Imperial Iranian Army, took part

The Iranians' release resulted from direct negotiations between United Nations special envoy Lakhdar Brahimi and the supreme leader of the Taliban, Mullah Omar.

UN envoy hopes to ease Iran-Taliban tension

ISLAMABAD, Oct 19 (AFP) - UN envoy Lakhdar Brahimi on Monday expressed optimism about easing Iran-Taliban tensions after the release of Iranian prisoners but admitted he had made no progress in Afghanistan's civil war.

"This part of the job (the release of Iranian prisoners) is behind us but there is no peace in Afghanistan," he told a news conference at the end of his latest tour of the region.

The militia which controls most of Afghanistan released 25 Iranians last week after Brahimi met its supreme leader Mullah Mohammad Omar at the Taliban headquarters in Kandahar.

Tensions between Afghanistan and Iran ease after prisoner release

Tensions between Iran and Afghanistan have eased after both sides promised to swap prisoners.

A senior official of Afghanistan's ruling Taliban says the agreement followed four hours of talks, mediated by the United Nations.

The agreement will also see both sides meeting again in Saudi Arabia to normalise relations, which have sharply deteriorated in recent months.

No date has been set for the prisoner exchange.

Iran Split Over How to Punish Afghans

Military flexes along border. Power struggle back in Tehran may determine next move.

MASHHAD, IRAN - Iran continues to amass its military forces along this tense border with Afghanistan. Whether its troops cross over may ultimately depend on who wins a power struggle back in the capital, Tehran.

Iranian options range from armed attack to diplomatic persuasion, but few offer the solace or revenge that many Iranians expect, diplomats and analysts say. And Iran's internal battles between reformist and conservative clerics may dictate events.
