SBS. Des inondations comme celles qui ont frappé l'Ouest du Bangladesh en septembre et octobre ne s'étaient pas vues depuis 62 ans. Des événements semblables se sont produits en Inde, mais aussi au Viêt-nam, au Cambodge et au Laos, avec comme conséquences des centaines de morts et des centaines de milliers de personnes ayant perdu maison et emploi.

Situation and Damage

1. On Monday, 25 and Tuesday, 26 December 2000 a cyclone crossed the northern part of Sri Lanka. According to media reports five persons were killed by the disaster and an overall number of 75,000 families have been affected. This tropical cyclone impacted several districts, destroying houses, paddylands and livestock, infrastructure, such as telephone and electricity lines, as well as fishing boats.

Sri Lankan cyclone peters into 'benign storm' as it hits India

MADRAS, India, Dec 28 (AFP) - A severe cyclone that left 500,000 homeless in Sri Lanka crossed the southern coast of India on Thursday, but soon petered out into a "benign storm," officials said.

Wind speeds, which had been as high as 150 kilometers per hour (90 mph) while the cyclone was in the Indian Ocean, were down to 90 kmh after it crossed the Tamil Nadu state coast close to Tuticorin port at 3:30 am (2200 GMT Wednesday).

The Disaster
A cyclone struck (04B) the north eastern coast of Sri Lanka on Tuesday, affecting more than 50,000 families, according to meteorological department officials. The cyclone, with wind speeds of up to 150 km per hour (95 miles per hour), struck between the towns of Trincommalee and Mullaittivu, and thereafter headed towards Mannar on the west coast.

State radio said details of the people affected were sketchy, due to poor communications in some areas. The cyclone is now expected to lash the coast of India's southern Tamil Nadu state

The major portion of the operation is either completed or will be by 31 December, 2000, achieving the intended goal of building four schools-cum-cyclone shelters and about 180-190 low cost core houses. However, some remaining works need to be undertaken, and due to difficult road conditions which are causing logistics delays the operation will be extended until 31 March 2001 to complete the full range of planned activities.

The Indian Red Cross Society (IRCS) has been active in disaster response, providing assistance to victims of the cyclone in Orissa and to drought affected communities in Gujarat and Rajasthan. Three community based disaster preparedness workshops were held over the period and the National Society continued its health activities including the Bhopal health and hygiene project and work in MCH. With a recent change of Secretary General, the National Society is focusing more on capacity building of the headquarters and branches.

SINGAPORE, Nov 29 (Reuters) - Flooding and rains that have killed over 100 people in Southeast Asia have started to recede, but forecasters warned on Wednesday that more heavy rain was on the way and the unusually wet weather could last until February.

Experts say heavy rainfall in the region is consistent with the climate change expected from global warming, but they concede that, scientifically, there is still no direct link.

The European Commission has approved emergency humanitarian aid worth euro 4.65 million to help victims of extreme weather conditions in India. Nearly 2,800 people killed by floods in India this year: Official

New Delhi (dpa) - Nearly 2,800 people were killed and 2.7 million houses destroyed in floods that ravaged many areas in India this year, a government statement said Friday.

Agriculture Minister Nitish Kumar told deputies in the upper house of parliament in Delhi that the flood waters also damaged nearly 3.5 million hectares of land.

Ecologists say India has been facing floods every year with an increasing number of casualities mainly due to destruction of forest land that regulates the gushing water flow.

Floods usually follow heavy monsoon rains.

Overview

Early, prolonged, and heavy monsoons since July have caused extensive flooding in much of South and Southeast Asia. In particular, the floodwaters have impacted areas of western Bangladesh and northern and northeastern India, and the Mekong River Basin area in Southeast Asia. Flooding in Bangladesh and India was exacerbated by poor drainage and the release of water from dams and reservoirs in India.
