The Guide on Livelihoods and Economic Recovery Programming in Crisis and Post-Crisis Situations provides a practical “how to” resource for development practitioners, particularly those in UNDP Country Offices. By sharing the knowledge and experience that UNDP and its partners have gained over the years, the Guide aims to facilitate effective and sustainable programming for livelihoods and economic recovery in crisis and post-crisis situations. It will be most useful at the onset of programming, especially in preparations for high-level discussions with national authorities, resource mobilization, project and programme development, and the provision of training and technical and policy advice.

The handbook is focused on the reconstruction phase, in particular on permanent housing, not on transitional shelter. It also incorporates risk-reduction measures within reconstruction methodology in order to prepare for any future disaster. The handbook concentrates primarily on the transfer of emergency shelter to more permanent housing solutions following a disaster. It gives specific direction in how to overcome the complexity and challenges of reconstruction by ensuring that safe and sustainable approaches are taken within urban areas.

We are pleased to share with you a new report Tapping the Potential of Displaced Youth: Guidance for Nonformal Education and Livelihoods Development Policy and Practice. Displaced youth have historically fallen through the cracks of humanitarian services and programming. This report synthesizes findings and recommendations from the multiyear (2008–2011), multicountry Displaced Youth Initiative, offering guidance on how to enhance nonformal education and livelihoods development opportunities for displaced youth.
