- In November, a cyclone kills around 3,300 people and leaves hundreds of thousands homeless and in desperate need of supplies in Bangladesh. Ban Ki-moon calls for greater protection of civilians affected by conflict

Secretary-General Ban Ki-moon has stressed that the protection of civilians in armed conflict must remain an absolute priority, noting that even though the number of hostilities around the world has decreased, millions of men, women and children continue to bear the brunt of war.

"In conflicts around the world, civilians continue to be killed, maimed, raped, displaced and unable to meet their basic needs," Mr. Ban writes in his latest report on the protection of civilians in armed conflict.

Students face up to refugee realities in Montenegro

ZAGREB, Oct 4 (Reuters) - A Croatian newspaper reports that the United States has asked Croatia to accommodate refugees and keep them out of NATO and European Union territory if a flare-up in Serbia's breakaway Kosovo province provokes a mass exodus.

The daily Jutarnji List said on Thursday Deputy Assistant Secretary of Defense Daniel P. Fata had broached the issue with a Croatian military delegation in Washington in September.

Humanitarian reform: Responding to IDP situations in non-cluster countries

September 2007 - Internally displaced persons (IDPs) were central to the humanitarian reform initiated by Jan Egeland, then-Emergency Relief Coordinator in 2005. It was widely recognized that the collaborative approach which had been developed to assign institutional responsibilities for IDPs was not working. Humanitarian reform was intended to "fill the gaps" in humanitarian response - particularly for IDPs -- but over time it became something else. As the Humanitarian Policy Group has reported, "the profile of the cluster system, the significant investment
