Croatia: Reintegration programme for separated soldiers receives new backing

Croatia - The Norwegian Government is contributing US$ 1.9 million towards IOM's ongoing programme to provide reintegration assistance to discharged soldiers to ensure their successful transition into civilian society and workforce.

The aim of IOM's Reintegration Assistance to Separated Defence Personnel Programme is to facilitate the reintegration of some 3,000 discharged soldiers by providing regular information and counselling with respect to opportunities for gainful employment and/or self-employment as civilians. Special attention is given to former soldiers

Head of OSCE mission encourages churches in Croatia to support return and integration of refugees

KISTANJE, 18 December 2006 - Ambassador Jorge Fuentes, the head of the OSCE Mission to Croatia, today encouraged the Catholic and Orthodox Churches in Croatia to organize joint events to foster reconciliation and support the return of Serb refugees to Zadar and Sibenik-Knin County in western Croatia.

Norwegian people's aid clears mines in Serbia

Serbian farmers will soon have access to land that has been off-limits for almost 15 years. That will happen thanks to NPA, who in cooperation with the Norwegian and Serbian governments will expand their mine clearance work. Secretary General Finn Erik Thoresen was in place for the official opening in October.

The area Srem, situated one and a half hours north of Belgrade, is a sleepy rural community close to the Croatian border. It is along this border, in the farmers' fields, the mines are - remnants of the war that ripped the former Yugoslavia apart.

Landmine monitor briefing at the OSCE

On 11 October 2006, the ICBL's Advocacy Director presented findings from the 2006 edition of the Landmine Monitor in the context of the weekly Security Dialogue held by the OSCE's Forum on Security Cooperation (FSC).

The FSC, now under Canadian chairmanship, deals with arms control issues as well as peace and confidence building in the OSCE area. Balkans: UNHCR, EC and OSCE urge full implementation of Sarajevo Declaration

ZAGREB, Croatia, September 19 (UNHCR) - UNHCR on Tuesday joined the European Commission (EC) and the Organisation for Security and Cooperation in Europe (OSCE) in calling on governments in the Balkans to speedily implement a pact signed last year on refugee returns.

Croatia: A decade of disappointment - Continuing obstacles to the reintegration of Serb returnees

Summary

Returnee Serb former refugees continue to face significant obstacles in Croatia to the full enjoyment of their human rights, despite a raft of government programs designed to promote their reintegration. Between 300,000 and 350,000 ethnic Serbs left their homes in Croatia during the 1991-1995 war in the former Yugoslavia.(1) Most fled in August 1995, when Croatian government forces overran the territories that had been occupied by rebel Serb forces. It is this area, known as the "Krajina," to which most Serbs are returning.

EU Should Press Zagreb to Take Stronger Action on Security, Housing, Employment

In the Balkans there remain thousands of persons still unaccounted for as a result of the former conflicts in Bosnia and Herzegovina, Croatia, and Kosovo. Of more than 33,000 tracing requests for missing persons opened by the ICRC since the outbreak of hostilities, today 18,555 remain unaccounted for - 13,862 from Bosnia and Herzegovina, 2,409 from Croatia and 2,284 from Kosovo respectively.

Serbian returnees to Croatia receive 30 tractors and tractor attachments

Belgrade, Aug 24, 2006 - The Serbian Ministry of Economy stated today that it has delivered a donation of 30 tractors and tractor attachments to The Serbian Refugee Commissariat. This was done under the auspices of the Serbian government with the aim of helping the process of sustained refugee return to their former habitat in Croatia.
The statement adds that both the Serbian and Croatian ministries of economy have shown readiness to carry out this project.

UNDP brings Balkan MPs together for justice workshop

Parliamentarians and representatives of the judiciary from the entire Balkan region, have gathered for the first time to explore mechanisms for long-term regional development. The two-week event, which is taking place in Igalo, Serbia, is part of UNDP's regional "Transitional Justice Programme".

BELGRADE, Aug 8, 2006 (Xinhua via COMTEX) -- Serbian Commissioner for Refugees Dragisa Dabetic said on Tuesday that Serbia will reopen the issue of refugees in September, as the Sarajevo Declaration is not being implemented.
According to the Tanjug news agency, Dabetic said that Serbia will in September propose a meeting with representatives of neighboring Croatia, Bosnia-Herzegovina and Montenegro in order to initiate the process of refugee's return, especially to Croatia.

Croatian police detain four for attack on Serb returnees' houses

ZAGREB, Croatia -- Police on Tuesday (25 July) arrested four people who allegedly stoned the houses of ethnic Serb returnees in the Zadar village of Biljani Donji the previous night. No injuries were reported but the homes were damaged. Police say the suspects also tried to set fires in the neighbourhood.
President Stipe Mesic, the UNHCR office and the Serb People's Council in Croatia condemned the incidents in separate statements Tuesday. They praised local police and firefighters for their fast responses and urged zero tolerance for ethnically motivated incidents.
