Executive summary

The Europe region is diverse in political and socio-economic terms, in its geography, demography and culture, as well as its public health trends and vulnerability to natural disasters. Membership services and programme support to National Societies therefore need to be adapted to the respective needs and the national context of individual national societies, and country-level plans describe the proposed activities in some 20 countries. The roll-out of Strategy 2020 and related approaches will be an important priority.

Croatia: Housing rights and employment still preventing durable solutions

The number of internally displaced people (IDPs) in Croatia has fallen significantly since the armed conflict between the Croat majority and the Serb minority ended in 1995. At the end of the war, around 250,000 people were displaced within Croatia, of whom 32,000 were Croatian Serbs. By June 2009, the number of IDPs had fallen to about 2,400, including over 1,600 ethnic Serbs.

The outcome for the two groups of IDPs has been quite different. In 1995, there were three times more Croat IDPs than Croatian Serb IDPs, but by 2009 the situation has been reversed

Ten years of the Mine Ban Treaty: A Success Story

On 1 March 2009, the Mine Ban Treaty celebrated the tenth anniversary of its entry into force as international law. The treaty bans all Anti Personnel mines, requires that States destroy stockpiles within four years of becoming a party, requires clearance of Anti Personnel mines already in the ground within 10 years, and urges support to the victims of mines.

INTRODUCTION

On January 1 2008, the total mine suspected area of the Republic of Croatia amounted to 997 km=B2. The MSA extended through 112 towns and municipalities and was marked with 14.521 mine warning signs.

I. BASIC TASKS OF 2008 PLAN

The basis for drafting the Plan was the established mine suspected area of 997 km=B2 and planned financial means in the amount of 318.548.000,00 HRK.

The Plan defined the following basic tasks:
